Job SummaryYou will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Deputy Portfolio Acquisition Executive Maritime for Expeditionary and Mine Warfare (DPAE EMW), Amphibious Assault and Connectors Program Office (PMS 317) and Amphibious Warfare Program Office (PMS 377) of DPAE EXPEDITIONARY AND MINE WARFARE. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading financial management efforts (i.e.: developing or implementing policies or acquisition strategies to ensure compliance with financial regulations and policies, performing financial analysis, including obligations and expenditures, directing Planning, Programming, Budgeting and Execution System (PPBES) activities) to support design, construction, and sustainment for ship, weapon, or acquisition projects. Major DutiesYou will develop guidance to interpret and implement financial strategies, policy, planning, justification and execution of amphibious shipbuilding programs.You will prepare financial documentation to support acquisition and strategy development and life cycle planning.You will manage/direct Planning, Programming, Budgeting and Execution System (PPBES) activities for multiple funding lines within RDT/E, SCN, OPN, and OMN appropriations.You will use Enterprise Resource Planning (ERP) and other appropriate financial management systems to execute contracts and other program requirements, working with the comptroller to resolve resource application and document processing issues.You will use Program Budget Information System (PBIS), RDOCS, PDOCS, NAVSEA Enterprise Planning System (NEPS) and COBRA financial management systems to support budget formulation and execution.You will use enterprise systems and reports to obtain, manage and present complex financial and business data to ascertain program resource posture and health for multiple appropriations (SCN, RDTEN, OPN, and OMN).You will formulate financial data to respond to Congressional and other inquiries, and Navy, OSD and GAO program audits on assigned programs.You will work with the Program Manager, Deputy Program Manager, Principal Acquisition Program Managers (PAPMs) and their staffs in developing short and long-range program plans.You will direct a subordinate staff to formulate, plan, develop, implement and refine financial management policies and processes for assigned programs.You will ensure data traceability and consistency with program budget and acquisition history.You will outline approaches for all program tasks and elements in consonance with broad OPNAV program goals, fiscal policies, and the availability of funding and other resources.You will support task planning development and execution in support of the annual business plan for assigned programs and multiple funding types.You will formulate yearly program budget requirements to identify labor, contract/procurement, and other project costs within an overall program financial requirements plan.You will participate in the development of acquisition strategies, plans and supporting documentation.
