This position is located at Bureau of the Fiscal Service, Federal Reserve Liasion Division. As a Management and Program Analyst- Federal Reserve Liaison Analyst, you will analyze objectives and operations, as well as the interrelationships of the Assistant Commissioner (AC) areas that support the mission of the Fiscal Service.
QualificationsYou must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: -Experience using qualitative and quantitative analytical techniques to evaluate the effectiveness of administrative and technical programs; AND -Experience leading forums, discussions, and presentations that effectively articulate organizational positions and foster strong business relationships with external organizations.
Major DutiesAs a Management and Program Analyst- Federal Reserve Liaison Analyst, you will: Serve as an advisor in the Federal Reserve Liaison Division on program and administrative issues related to Fiscal Service and the Fiscal Agent relationship. Serve as a primary point of contact between the FRS and Fiscal Service AC areas. Engage with the Fiscal Service AC areas staff to identify key issues and concerns between FRS and Fiscal Service. Facilitate, troubleshoot and resolve these issues and concerns as they arise. Engage and participate in meetings with senior and executive management to assess impact of proposals, provide advice and planned changes to operations in Fiscal Service programs, including the implementation or decommission of functions and systems. Prepare comprehensive, concise and well written documents which may include but not limited to, present results of analysis, make recommendations, designate and define services desired from a Federal Reserve Bank in support Fiscal Service's mission. Works closely within the Office of the Chief Financial Officer (CFO) and staff on financial management strategies, policies and ongoing monitoring of fiscal agent expenses for all services provided to Fiscal Service within the FRS relationship.RequirementsAll newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
