As a Supervisory Government Securities Specialist, you will manage the identification, proposal, development, and implementation of daily operational and long-term, complex solutions to resolve issues and achieve the mission of the Office.
QualificationsYou must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for the GS-14 you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:Providing financial, technical or policy analysis related to marketable securities, or the underlying systems used for the issuance of Treasury securities. Such experience could include: Analyzing and developing solutions to enhance organizational, process, and operational efficiencies dealing with financial operations, OR Coordinating, leading, and prioritizing work for subordinate employees or a project team dealing with financial operations; OR Experience, in writing and in person, presenting technical findings to varied audiences, exchanging ideas, defending rationale, presenting recommendations, and negotiating solutions to sensitive issues related to financing and commercial book-entry matters. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-14, you must have been at the GS-13 level for 52 weeks..
Major DutiesAs a Supervisory Government Securities Specialist, you will: Develop Branch goals and objectives, independently or jointly with higher management, with the intent to monitor progress toward achieving those goals. Provide advice to the Director on changes to and schedules for programs or major projects. Plan work to be accomplished by the branch and sets priorities as well as deadlines for its completion. Monitor key/critical positions and actively participate in succession planning for the Division and the Office as input into the Bureau workforce plan. Gather data from various sources; monitor data to spot and track trends, identify problems, and resolve or recommend solutions to issues in service offering, customer accounts or individuals.RequirementsAll newly appointed employees to the competitive service are subject to a probationary period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated. A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
