Job SummaryYou will serve as a SUPERVISORY CONTRACT SPECIALIST for the OICC PEARL HARBOR NAVAL SHIPYARD.

QualificationsIn addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, executing, and administering contracts in support of design, construction, Architect-Engineer, maintenance, and environmental engineering for shore facilities; 2) Managing and motivating groups of contracting personnel towards organizational goal accomplishment, including setting priorities, work assignments, and assuring quality products are provided in a timely manner; and 3) Advising all stakeholders on contract policy interpretation, contract proposals, solicitation, negotiation, administration, and termination of contracts. Major DutiesYou will administer complex contracts for procurement of construction and facilities support or services.You will administer contracts by monitoring contract performance, preparing modifications, or developing the necessary course of action to resolve issues impacting contract performance.You will use negotiation techniques and technical requirements to procure complex or diversified supplies, services, construction or research and development.You will negotiate contract modifications including supplemental agreements, changes, and administrative matters.You will analyze price or cost data for pre-award and post award procurement activities of construction and Architect/Engineering, (A/E) contracts.
