Job SummaryYou will serve as a Supervisory Contract Specialist in the Service Contracts Branch, Contracting Division of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

QualificationsIn addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: One year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Developing, executing, and administering contracts in support of base operation services or facility maintenance services for shore facilities; 2) Serving as a Source Selection Board member, evaluating contractor past performance, price, experience and technical ability; and 3) Advising all stakeholders on contract policy interpretation, contract proposals, solicitation, negotiation, administration, and termination of contracts. Major DutiesYou will perform pre-award/post-award functions for procurements involving complex and specialized procurements for Facilities construction, design and other facility support services of significant importance to the agency.You will interpret relevant contracting laws, regulations, policies, standards, or procedures to determine applicability to specific contracting issues.You will perform price and cost analysis to determine reasonableness of price in preparation for contract negotiations.You will plan work to be accomplished by subordinates to meet program goals, objectives, and command priorities, sets and adjusts short-term priorities, and participates and prepares schedules for completion of work.You will develop, review, participate, and mentor subordinates in source selection and evaluation planning. Provides guidance in determination of contract types, methods of solicitation, and negotiation strategy.You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.You will give advice, counsel, and instruction to employees on both work and administrative matters.
