Job summary

North Yorkshire Council is seeking an exceptional Public Health leader to join our ambitious and forward-thinking Public Health team.

This is a unique opportunity to lead the healthcare public health agenda across one of England's largest local authority areas, working at the forefront of prevention, health inequalities, integrated care and system transformation.

As Head of Healthcare Public Health, you will work directly with the Director of Public Health and senior leaders across the Council, NHS, primary care, Local Care Partnerships and voluntary sector organisations to improve health outcomes for our residents and ensure services deliver maximum value and impact.

About the Role

Healthcare public health is one of the three core domains of public health practice. In this strategic leadership role, you will provide expert advice and influence decision-making across health and care systems to ensure services are evidence-based, effective and focused on reducing inequalities.

You will:

Provide healthcare public health leadership across North Yorkshire's health and care system.Fulfil the local authority's statutory responsibility to provide public health advice to NHS commissioners.Lead work to reduce health inequalities through evidence-based commissioning and service redesign.Support delivery of North Yorkshire's Ambitious for Health programme, with a strong focus on prevention.Drive improvements in cardiovascular disease prevention, NHS Health Checks, respiratory health and cancer prevention.Lead the use of population health intelligence, needs assessments and data-driven decision-making.Support development and delivery of Neighbourhood Health Plans and locality-based approaches.Oversee Public Health Primary Care Services commissioning and the Public Health Medicines Advisory Service.Manage significant resources and funding programmes, including Health Inequalities Funding and budgets exceeding £2 million.Work collaboratively with senior NHS, local government and community leaders to transform services and improve outcomes.

Job description Job responsibilities

Job Context

Healthcare public health is concerned with maximising the population benefits of healthcare and reducing health inequalities while meeting the needs of individuals and groups. It does this by prioritising available resources, preventing diseases and improving health related outcomes. Working directly with the Director of Public Health, the postholder will provide strategic leadership and expertise to ensure the Council has a strong healthcare public health offer, working predominantly across the Council, NHS, primary care, Local care Partnerships and the community and voluntary sector.You will support the DPH, under the statutory requirement placed on the local authority (under section 6C regulations) to provide the NHS with a public health advice service to inform effective commissioning of healthcare and related matters.You will be a key senior officer supporting the delivering of public health expertise to support Council and NHS commissioners make decisions to improve and protect the health of the whole population. This will be informed by health and wellbeing intelligence to make sure services meet local needs to improve outcomes and reduce inequalities.You will understand the local context including assessing population needs, identifying needs in underserved communities, assessing quality, performance and productivity of existing provision. Working in collaboration with the NHS, the postholder will ensure there is a comprehensive Joint Strategic Needs Assessment on a range of public health issues across the County.You will be the lead senior officer supporting the Director of Public Health to ensure implementation of the Ambitious for Health Programme Prevention and Addressing Health Inequalities workstreams.You will provide public health expertise into the design and delivery of the Neighbourhood Health Plan for North Yorkshire and locality working. This involves adopting and encouraging use of a methodologies for continuous quality improvement at all levels that identifies evidence-based approaches, tests, refines and allows scaling if working; incorporating workforce planning in rolling out interventions at scale; supporting working with the community to co-design interventions; working with partners in an integrated way at all levels using all appropriate levers available and behavioural insights.This will ensure organisations prioritise and redesign services to give better value. This also means interpreting and communicating public health intelligence to inform service design and resource.You will provide public health expertise into Public Health Primary Health Care Services commissioning and will oversee the commissioning and delivery of the Public Health Medicines Advisory Service.You will ensure long-term population health planning and contribute the development of strategies; redesigning health and care pathways to maximises value, based on evidence.You will define outcomes and indicators for service specifications prioritising interventions that address health inequalities.You will lead CVD prevention and oversight of NHS Health Checks programme delivery to reduce the burden of hypertension, atrial fibrillation, lipids, heart failure, diabetes and stroke with particular focus on those most at risk.You will work with NHS colleagues and other partners across primary and secondary care to improve the respiratory health of the population including chronic obstructive pulmonary.You will work with NHS colleagues and other partners across primary and secondary care to improve the focus on cancer prevention and access to treatment and care pathways.You will ensure effective investment and accountability for Health Inequalities Funding.This post will be accountable for the management of a resource budget in excess of £2 million.You will be a member of the Public Health Involvement and Governance Leadership Team and will carry shared responsibility with other senior team colleagues, for the performance of the whole of Health and Adult Services.You will have an excellent understanding of the current public health, NHS and social care policy agenda and how this is impacting on the development of healthcare public health.This role will be fundamental in the delivery of strategic service planning to ensure the transformation, saving and strategic priorities are delivered in line with the Council Plan and HAS 2030 underpinned by the Governance Framework.The role will require the post holder to work with other Directorates, elected members and other senior colleagues across the Council.You will be required to maximise the opportunities of Local Government Reorganisation and devolution and work corporately to instil the values and culture of the new North Yorkshire Council.

Operational Management

Ensure compliance with all statutory public health and social care requirements across the County within the specific portfolio of work.Promote prevention, independence, wellbeing and a community assets-based approach to health and wellbeing at all stages in the population health pathway(s) and across the health and care system.You will have responsibility for a budget, including revenue and capital budget, and will ensure that the services are financially stable, within budget and where possible achieving significant income and efficiencies for the Local Authority.Develop and maintain an in depth understanding of the range of approaches to Prevention and Public Health and the evidence base about effectiveness, impact and value for money of such programmes.Promote independence, wellbeing and a community assets-based approach to public health practice at all stages in the customer pathway.You will ensure the safety of vulnerable adults in line with the North Yorkshire Multi-Agency Safeguarding Adults Procedures and Health and Adults Services operational guidance.Lead specific countywide programmes as part of the Councils change and transformation programmes.You will ensure all portfolio areas have an appropriate governance framework and will monitor performance levels.You will govern and implement appropriate policies and procedures to maintain governance and compliance.

Resource Management

Manage an effective team to deliver on the key objectives of the role.Fulfil the role of project sponsor in the management of resources where required.Identify the resource requirements that would be affected by transformational change across the directorate.Identify and implement changes in practice that lead to service efficiency and integrated working.You will be responsible as a budget holder within the Councils scheme of Delegation of financial performance of the post holders unit, ensuring a balanced budget and meeting any efficiency targets agreed.You will provide leadership, motivation and regular supervision, appraisal and development to those staff for whom they are responsible in line with Directorates Supervision and Appraisal procedures.Develop and lead on ensuring appropriate involvement of people who use support throughout the planning and implementation of Prevention and Supported Employment services, ensuring coproduction. Work in partnership with Customer Board to develop new initiatives in HAS including online.You will ensure their behaviours and those of their managers comply with the expectations of the Managers Pocket book and that their managers and staff all comply with the Councils Behaviour and Skills Framework.Ensure that projects have clear action plans, management approval and governance systems in place.

Strategic Management

In conjunction with the Director of Public Health:

Effectively implement national legislation, policies and guidance and Council policies.Modernise and develop the workforce alongside the transformation agenda.Improve and modernise business processes.Evaluate transformation which has taken place to ensure lessons are learnt and used to improve further transformation.Co-Lead and advise the directorate on the key areas of change, risk in relation to healthcare public health, to ensure continuously improving outcomes for people across North Yorkshire.Ensure that key stakeholders including people who use care and support, carers, partners, staff and Elected Members will be informed of, and engaged in the integration arrangements.Provide on-going quality assurance to the projects within the programmes or works, providing constructive challenge to sponsors and project managers to ensure delivery and that opportunities for efficiencies and service improvement are maximised.Establish and maintain effective working relationships with strategic partners of Health and Adult Services.Ensure that HAS policies, guidance and procedures are compliant with the requirements of the Care Act and other relevant legislation are reviewed against integrated working arrangements as necessary.Provide leadership at a management level and contribute to the strategic direction of HAS and contribute to the annual Service Performance Plan.

You will be required to provide IT information and statistical reports to illustrate transformational plans and progress.The ability to analyse of complex data and information to inform transformational decision making is a key aspect to this role.You must utilise the current business processes in relation to record keeping, financial monitoring and ICT.You will work closely with corporate colleagues to ensure any legislative, practice changes and new ways of working are reflected in recording systems.You will deliver information and reports and ensure performance monitoring systems are in place to demonstrate appropriate governance for integrated care and support arrangements.
