About this role

Job Title: Purchaser IV - Purchasing Supervisor Retirees of the Texas Teachers Retirement System (TRS) may apply. Consistent with district policy SD-7.17 “Employment of Retirees,” selected applicants are responsible for reimbursing the district, through payroll deduction, for the current rate of all TRS pension or TRS Care surcharges. As of September 1, 2025, the TRS pension surcharge rate is 16.5% and the TRS Care surcharge is $535/month. Wage/Hour Status: Exempt/Administrative Pay Group: A20 Salary Plan Primary Purpose: Performs advanced purchasing and pocurment work. Supervises the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgement. Qualifications Education/Certification/ Bachelor's degree from a college/university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA). Major coursework in Accounting, Business Administration, Finance, Public Administration or a related field preferred. Each year of experience as described below in excess of the required five years may be substituted for thirty semester hours from an accredited college or university on a year for year basis.

Must be able to obtain and maintain a Certified Texas Contract Developer (CTCD) certificate within 12 months of employment.

Experience: Five years of full-time, wage-earning experience in purchasing, accounting or finance experience. Experience in state or governmental purchasing preferred. Experience in procurement of goods and services related to an educational setting preferred. Supervision of employees preferred Special Knowledge/Skills: Knowledge of purchasing methods and procedures, purchasing sources, prices, market factors, product characteristics and general and technical specifications. Knowledge of applicable state and federal laws, rules, regulations and statues related to purchasing. Knowledge of WSD organizational structure preferred. Knowledge of automated purchasing information systems. Skill to research, organize, and interpret information related to the purchasing process and present findings. Skill to prepare and maintain complex records and files in an automated system.

Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public. Skill in the use of computers and related equipment in a stand-alone or local area network environment. Skill to analyze bids and determine best value. Skill to organize, assign, review and supervise the work of others. Ability to communicate effectively. Major Responsibilities and Duties: 1. Oversee the purchase of goods and services for the district. 2. Coordinate the requisition process, obtain necessary approvals and delegate purchasing workload; organize, assign and review purchasing staff Purchase Orders (POs) for compliance and accuracy. 3. Communicate with district staff and vendors regarding purchase requirements, delivery and quality of merchandise; develop bid specifications for goods and services to ensure items to be purchased are accurately and completely described. 4. Perform contract processes to include Requests for Quote (RFQ) and Requests for Proposals (RFP); assist in contract negotiation and recommendations for contract awards; develop and maintain contract tracking records and files. 5. Review requisitions for completeness and compliance with applicable requirements prior to processing Requests for Quotes (RFQ); prepare and review bid tabulations and analyze bids to determine best value; and make necessary modifications and award Purchase Orders. 6. Manage vendor list to ensure complete, accurate contact and identifying information. Obtain necessary vendor approval.

7. Oversee purchasing staff in acquisition functions to include planning, pre-scheduling, and approving specifications and the preparation and distribution of bid solicitations and bid tabulations; and review the preparation of purchase orders and the establishment and administration of annual contracts. 8. Manage special funding purchases, obtain necessary approvals, update tracking system and report periodic status of purchases. 9. Provide guidance and assistance to resolve purchasing issues; and develop and provide training regarding purchasing policies and procedures. Policy, reports, and Law: 10. Interpret purchasing policies and procedures to agency staff. 11. Maintain confidentiality in handling sensitive information received in the performance of the job duties. 12. Perform duties in a professional manner through daily, punctual attendance at location of work assignment. 13. Follow Windham School District policies and procedures in completing assigned job duties. 14. Execute duties in a professional, ethical and responsible manner as defined in 19 TAC Chapter 247, Code of Ethics and Standard Practices for Texas Educators. Supervisory Responsibilities: Manage, evaluate and supervise purchasing staff and make sound recommendation relative to Personnel placement, assignment, retention, discipline, and dismissal.
