About this role

Job summary

An exciting opportunity has arisen for an experienced and dynamic leader to join our Therapies Directorate as Operational Lead for Stroke and Neurorehabilitation Therapy Services.

This pivotal role will provide operational leadership, service management and strategic direction across integrated stroke and neurorehabilitation pathways, supporting delivery of high-quality, evidence-based care for patients across acute, rehabilitation and community settings. The post holder will hold day-to-day responsibility for service performance, workforce, and service improvement, ensuring safe, effective and patient-centred care.

You will work closely with the Head of Service, clinical leaders, and system partners to deliver transformation aligned to national stroke guidelines, ICS priorities, and Trust objectives.

Main duties of the job

Operationally manage designated therapy teams and clinical service areas, providing operational leadership to ensure delivery of strategic intentions.

Develop and lead change management processes as required and associated Service improvement plan.

Responsible for the delivery of performance management key indicators across the areas of Delivery, People, Finance and Quality, including both local and national targets.

Responsible for the development, delivery and reporting of recovery plans as required.

Responsible for capacity and demand planning, including the development of systems and processes to forecast impact on waiting times and performance.

Implement, review and update business continuity plans.

Manage a devolved budget following Trust financial procedures and ensure effective and efficient use of resources.

Monitor and review service level agreements and performance contracts.

Identify opportunities for waste reduction and contribute to delivery of the Directorate and Trust financial plans.

Refer to Divisional HR, Finance and Performance for advice and guidance as required.

Determine workforce capacity planning to include skill mix, staffing levels and deployment of staff across the service area.

Provide leadership and management to staff, including dealing with performance, disciplinary and grievance matters as required.

Lead and participate in the staff recruitment process, ensuring high quality, skilled staff are employed and deployed.

Job description Job responsibilities

12. Investigate and/or chair HR hearings including sickness reviews and support grievances and disciplinary hearings through the provision of required information.

13. Provide leadership and management to staff, including dealing with performance, disciplinary and grievance matters as required.

14. Lead and participate in the staff recruitment process, ensuring high quality, skilled staff are employed and deployed.

15. Support, supervise, motivate and develop Clinical Team Leaders, providing leadership and guidance ensuring teams receive professional support, supervision, appraisal and development.

16. Lead on the staff engagement plan and action planning from staff survey.

COMMUNICATION

1. Promote the service and manage positive relationships with key stakeholders, both internal and with system partners.

2. Liaise with statutory and voluntary organisations.

3. Represent the service in forums, including multi-agency groups, initiating and leading where required.

4. Communicate service-related information to senior managers, staff and key stake holders, including both written and formal presentations including the provision of highly complex, sensitive and contentious information both written and verbal.

TRAINING AND DEVELOPMENT

1. Coach and develop staff in their role and enable them to access other learning and development opportunities, ensuring compliance with mandatory training.

2. Identifies training needs of and provides CPD opportunities for all Therapy staff within the designated service.

3. Provides leadership and development for staff ensuring compliance with annual appraisal process and identification of training needs.

ORGANISATIONAL RESPONSIBILITIES

1. Support the HOS in development and delivery of the Business Development and Transformation plan and associated service lead plans.

2. In conjunction with the HOS and Clinical Service Lead jointly lead on the development of service strategy including development of associated business plans. This should take into account local and national initiatives and guidance.

3. Develop and deliver revised models of care, informed by practice improvement, which ensure delivery of high quality, effective and efficient service.

4. Develop a workforce plan which reflects local need and is reflected of Trust and system priorities.

5. Develop strategies which promote service user involvement and engagement which promote population health and address health inequalities.

6. Support the development of a culture of continuous improvement aligned to the Trust vision and strategic plans.

7. Ensure compliance with Data Management standards operational procedures and protocols.

8. Ensure effective ongoing assessment and management of risk and incidents as it relates to services and patients.

9. Ensure all services are compliant with internal and external regulations.

10. Responsible for the safe systems of work and health and safety management, ensuring compliance with all Trust health and safety policies and systems.

11. Assist with implementation of principles of customer care and ensure early investigation and resolution of complaints in line with Trust policy and guidance.

12. Responsible for implementing Trust policies and procedures across the designated service. To write, review and amend Standard Operational Policies and guidance, to ensure adherence to Directorate Governance procedures.

Person Specification

AHP Essential

HCPC registered with current registration. Education to degree level Management qualification and/or evidence of demonstrable management skills and behaviours.

Experience Essential

Experience of a therapy management role, including management of staff. Substantial involvement in the recruitment and selection of staff

Knowledge and Skills Essential
