About this role

Job summary

This influential leadership role is responsible for leading the Planning, Corporate Narrative, Public Affairs and Insight portfolio, helping to ensure communications activity is coordinated, evidence-led and aligned with organisational priorities. Working closely with the Deputy Head of Communications and senior leaders across the organisation, you will play a key role in shaping and delivering integrated communications plans that support Public Health Wales' strategic objectives.

You will lead the development and delivery of communications planning frameworks, corporate narrative approaches, support with public affairs and insight and evaluation systems.

You will work with a wide range of stakeholders, providing strategic communications support, identifying reputational risks and opportunities, and contributing to policy advocacy and stakeholder engagement activity.

We are looking for someone with highly specialist communications knowledge, gained through significant experience and study to master's level equivalent or through substantial professional expertise. You will have a proven track record of leading integrated communications activity across multiple priorities, managing stakeholder relationships, influencing senior leaders and using insight and evaluation to inform strategic decision-making. Strong planning, leadership, analytical and relationship-management skills are essential.

Main duties of the job

Lead the development and delivery of the Planning, Corporate Narrative, Public Affairs and Insight portfolio, contributing to the organisation's integrated communications plan under the direction of the Deputy Head of Communications Lead the implementation of a clear, consistent corporate narrative that articulates who the organisation is, why it exists and what it does across all internal and external communications. Lead the development, implementation and review of communications strategies and frameworks within the portfolio area, contributing to wider organisational communications priorities Embed insight, evaluation and reporting into communications activity to demonstrate impact, support continuous improvement and enable effective decision-making. Person Specification

Qualifications and Knowledge Essential

Highly specialist knowledge of communications, public relations, marketing and media, underpinned by theory and experience, with knowledge acquired to master's level equivalent or through significant levels of skills and knowledge.

Experience Essential

Demonstrable experience of leading integrated communications planning across multiple priorities, audiences and channels. Experience of leading the planning, corporate narrative, public affairs communications and insight and evaluation portfolio under the direction of a senior communications leader. Proven experience of managing and developing a high performing communications team, providing clear direction, support and challenge to deliver high quality, integrated communications Experience of using insight, evaluation and performance reporting to demonstrate impact and inform strategic decision-making. Experience of working at a senior level, building effective relationships and influencing internal and external stakeholders

Skills and Attributes Essential

Ability to set clear strategic direction for corporate communications, translating organisational priorities into integrated, deliverable plans that maximise impact across channels and audiences. Strong capability to develop, steward and protect a clear, compelling corporate narrative that articulates who the organisation is, why it exists and what it does, ensuring consistency across all internal and external communications. Highly developed skills in communications planning, portfolio management and prioritisation, including the use of annual and quarterly plans, editorial/master calendars and "plan on a page" approaches to focus effort on what matters most. Ability to shape and lead communications approaches that support effective public affairs, stakeholder engagement and policy influencing, ensuring alignment with organisational strategy and agreed narrative. Analyses highly complex situations involving multiple, often competing variables such as organisational priorities, stakeholder expectations and external environment, to inform strategic decision-making Leadership and team development - Proven ability to lead and support a communications team, to motivate and develop a high-performing communications team, creating clarity of purpose, shared priorities and effective ways of working. Influencing and relationship management - Act as communications link between organisation and stakeholders with excellent interpersonal and influencing skills, with the confidence to advise senior leaders and work collaboratively across teams to achieve shared outcomes. Proficient in the use of standard Microsoft software, such as Outlook, Teams, Word, Excel, PowerPoint Ability to demonstrate understanding and application of our workplace values, together with the underpinning behaviours identified for success in this role
