JOB SUMMARY

Meet the procurement needs of the organization by effectively handling the acquisition and management of the highest quality goods and services at the lowest overall cost in a fair and equitable manner. Supportive of the Village's mission, values and service/hospitality (PRIDE) expectations. Completes training required by policy.

ESSENTIAL JOB FUNCTIONS

• Orders supplies and services to meet the needs of the Village

• Returns merchandise to vendors when necessary.

• Developing and managing relationships with suppliers to ensure that they provide high-quality products at competitive prices

• Follow up on the status of orders already placed and provides up-to-date information on them by checking with vendors.

• Makes recommendations to dispose or repair equipment.

• Maintains up-to-date procurement and inventory records.

• Adheres to all safety regulations and requirements

• Handles stress well and gets along with others within the workplace and with customers outside the department.

• Maintains acceptable standards of workplace conduct.

• Reconciles and approves payment of vendor invoices.

• Procurement responsibilities include IT equipment/services, medical, plumbing, housekeeping, maintenance, HVAC, construction supplies as well as any other as assigned.

• Maintain all service contracts, vendor contracts and certificates of insurance.

• Manages the Village vehicle fleet including fuel, insurance, and licensing.

• Researches, analyzes, and forecasts current and future buying trends, markets, styles, and products with attention to specified target market and demographics

• Acquire and submit to Risk Management, Material Safety sheets as required.

• Other duties as assigned.

The responsibilities described above represent the primary responsibilities of the job. Other responsibilities may be assigned by supervisor as warranted by business needs. The incumbent is expected to perform all assigned responsibilities.

ESSENTIAL QUALIFICATIONS

Education

• High school education required. Associates or Bachelor's degree preferred.

Knowledge and Skills (required unless otherwise noted):

• Intermediate keyboarding skills and knowledge and skills using Microsoft Office applications, including Outlook, Word, PowerPoint, and Excel.

• Intermediate skill using typical office equipment: copier, calculator, printer, scanner and pager.

• Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

• Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.

• Ability to define problems, collect data, establish facts, and draw valid conclusions.

• Ability to effectively deal with difficult customers.

• Ability to prioritize and handle multiple tasks.

• Must be able to read, write, and communicate proficiently to complete required reports, and interact with others.

• Ability to exhibit professionalism, tact and patience when communicating with others.

• Ability to interact effectively and empathetically with patients and their families.

• Thorough working knowledge of supply management, purchasing policies, ethics, processes and procedures.

• Proven documentation skills and ability to negotiate the best vendor terms, pricing, and delivery based on budget and schedule requirements.

• Experience with Great Plains inventory and requisition systems, preferred.

• Advanced phone etiquette required.

• Ability to read, analyze, and interpret technical journals

• Ability to write reports, business correspondence, and procedure manuals.

• Ability to speak effectively before groups of customers or employees of an organization.

• Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Experience:

• Three – five years purchasing experience required.

SPECIAL WORKING CONDITIONS

• All associates may be called upon to assist other departments in a declared emergency situation.
