Job Overview GENERAL SUMMARY:
Under the general direction of the Assistant Vice President of Enterprise Systems, the Senior IOC Technology Manager provides strategic leadership, operational oversight, and fiscal management for the technology ecosystem supporting the DFW Airport Integrated Operations Center (IOC). This position serves as the primary authority for mission-critical IOC technologies and is responsible for ensuring the reliability, availability, security, performance, and continuous improvement of systems supporting airport operations in a 24/7 environment. The Senior IOC Technology Manager leads technical teams, manages vendor relationships and technology investments, directs complex system integrations, and provides executive-level decision-making during operational incidents to minimize disruption to airport operations. This role collaborates with internal stakeholders, external partners, airlines, and regulatory agencies to ensure IOC technologies align with Airport Board strategic objectives and operational requirements.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
• Manages various technical teams in areas of focus and conducts employee performance evaluations, participates in personnel reviews, aids in career development, and interviews prospective employees. • Advises the Assistant Vice President of Enterprise Systems in planning and organizing activities of the section, including scheduling and assigning work to meet completion dates and estimated resource needs. • Partners with executive leadership, airlines, government agencies, and operational stakeholders to identify technology solutions that enhance situational awareness and operational decision making. • Provides advice and guidance to departments in the acquisition, operation, and maintenance of specialized systems. • Proactively monitors and measures the performance and health of systems at the Integrated Operations Center and responds accordingly when systems fail to meet desired metrics. Reviews current and proposed software systems to ensure compatibility with other software systems and future business needs. • Provides emergency on-call response for one or more applications. • Provides customized training and training documentation on current and future functionality of supported software systems. • Participate in cross-functional teams that implement improved business solutions/business processes based on strategic plans. • Participate in the rollout of any changes to the production environment and the setting of new standards using documentation and full communication with the change management board.
MINIMUM REQUIREMENTS:
• Bachelor's degree in business, computer science, information technology or related field. • Eight (8) years of experience supporting complex business applications, airport operations, airline operations, emergency management systems, or related field. • Two 2 years of supervisory experience. • Any equivalent combination of education and/or experience may be substituted for the above. • Possession of a valid Class C driver's license.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
• Knowledge of the principles and practices of systems analysis and design, including software development and documentation. • Experience with both real-time and near real-time system integrations, real-time dashboards, and event-driven data flows. • Ability to diagnose and troubleshoot complex technical issues (both software and hardware). • Ability to develop and implement strategic technology roadmaps aligned with organizational objectives. • Ability to lead multiple teams and manage competing priorities in a highly dynamic operational environment. • Ability to influence executive leadership and build consensus among diverse stakeholder groups. • Ability to manage vendor performance, negotiate contracts, and oversee service-level agreements. • Experience with virtual server management including Microsoft Windows Server and Linux operating systems. • Experience leading complex technical projects spanning multiple departments. • Knowledge of current information technology trends and best practices. • Ability to establish and maintain effective working relationships with diverse multidisciplinary cross functional teams. • Ability to plan and develop time and cost estimates for project activities.
• Ability to communicate clearly and effectively, both orally and in writing, at all levels within and outside the organization.
• Oversees configuration management of Integrated Operations Center systems including, but not limited to, bug analysis, patch testing/implementation, and support analysis.
DESIRABLE:
• Experience with airport/airline operations centers. • Experience with relational database management systems. • Understanding of geospatial data and technologies. • Proficiency with programming and scripting languages including but not limited to C#, JavaScript, python, and structured query language (SQL).
SPECIAL REQUIREMENT:
• Must obtain a Security Identification Display Area (SIDA) Airport Identification/Access Badge (badge) in accordance with Department of Homeland Security Transportation Security Administration (TSA) requirements in Chapter 49 of the Code of Federal Regulations Part 1500 et. Al. and DFW Airport’s Airport Security Program within thirty (30) days from date of employment and maintain qualification for a SIDA badge upon each badge renewal. • For Public Safety Systems: Current Criminal Justice Information Systems (CJIS) certification or Obtain Criminal Justice Information Systems (CJIS) certification within thirty (30) days.
