KEY RESPONSIBILITIES: - Analyze, interpret & evaluate complex financial data, trends & variances. Assess the long-term financial risks and sustainability implications of proposed municipal programs, projects and policies to formulate recommendations.- Develop, review & maintain rolling multi-year financial forecasts. Utilize financial software and advanced modeling tools to build out dynamic reports and performance dashboards, providing guidance and training.- Provide comprehensive analytical oversight of annual operating, capital and equipment budget submissions. Review submissions for technical accuracy, identify budgetary risks or pressures and collaborate with departments to resolve discrepancies prior to approval.- Support the Director of Financial Services with management and compliance reporting, including Balanced Scorecard data validation, Enterprise Risk Management matrix maintenance and coordinating Quarterly/Monthly Business Reviews.- Lead continuous improvement and digital finance initiatives. Model core values of Professionalism, Respect, Pride, One Team and Integrity to cultivate an environment of excellent customer service.QUALIFICATIONS:- Degree in Business Commerce, Economics, Finance or related field. Minimum 5 years of progressively responsible experience in financial analysis, budgeting, forecasting or public-sector finance at a mid-to-senior analyst standard. Experience in a municipal or broader public-sector environment is preferred.- Possession of a CPA Designation, or active enrollment in the CPA Professional Education Program, is desirable. Equivalent and directly related advanced financial analysis experience will be considered.- Advanced proficiency in Microsoft Excel and working knowledge of MS Office. Practical experience with Enterprise Resource Packages and database tools is preferred. Familiarity with BI data tools is a valuable asset.
