Job Profile:
Counterpart International is seeking a Monitoring, Evaluation, and Learning (MEL) Specialist for its five-year, USAID-funded program in Bangladesh Promoting Advocacy and Rights (PAR). This is a full time position based in Dhaka, Bangladesh. This position will report to the Senior Technical Advisor. The program will support the creation of a more inclusive, resilient, and evidence-driven Bangladeshi civil society. The project's goal is to provide civil society with the skills, technology, financial resources, and connections to global networks that will enable it to work in partnership with the Government of Bangladesh (GOB) to advance good governance.
This position will be responsible for leading the development and updating of key project documents, including: annual program workplans; monitoring, evaluation, and learning plan (MELP); gender assessment; data quality assessment strategy; grant and activity reporting templates; and other tools and templates related to program performance and adaptive learning. The position will also be responsible for developing performance data consolidation and reporting systems and develop program performance reports.
Primary Responsibilities:
• Lead the development of program work and performance plans, updating plans annually as necessary
• Create reporting templates and processes for program implementing partners and grantees
• Manage indicator performance tracking tables, task schedulers and other knowledge management systems.
• Lead or support program assessment and evaluation work such as gender assessment, outreach evaluation, political economy analysis (PEA)
• Update PEAs as necessary, reflecting changing assumptions, risks, and opportunities that may evolve due elections and other major events.
• Develop a program learning plan and organize internal learning activities and products to ensure incorporation of collaborative and adaptive learning.
• Support the planning and implementation of project conferences and workshops that advance the PAR learning agenda.
• Assist in the development of grant solicitation, selection and monitoring including incorportation of M&E indicators for grantees.
• Regularly monitor program activities across the country, such as training, consultations, technical assistance provision, events, and dialogues
• Support the development of civil society organization capacity building and self-certification tools and processes
• Write activity observation reports, bi-weekly performance reports, quarterly program reports, and annual reports; provide management with additional performance information as needed
• Utilize information and communication technologies (ICT), including GIS and mobile data reporting systems, to optimize efficiency and cost control for program monitoring, evaluation, and learning
• Coordinate closely with the Grants Manager and the Civil Society Specialist
• Perform other duties as assigned by the Senior Technical Advisor or his/her designee that is consistent with the overall focus of this position.
Qualifications:
• Advanced degree in social / political science, statistics, public policy, data analysis or a related field
• Familiarity with civil society development, advocacy, and democratic governance issues.
• Minimum of eight (8) years of development experience managing monitoring and evaluation (M&E) for international development projects, including at least 2 years experience designing and implementing M&E results frameworks; developing MELPs, work plans and indicators; and monitoring on-going programs
• Prior experience conducting field-based work across Bangladesh.
• Familarity with collaborative learning and adaptation (CLA) and experience with learning programs/ organizations
• Strong writing, graphic, and software skills
• Commitment to gender integration; including practicle use of gender sensitive M&E tools and assessments
• Familiarity with evaluation methods and standards under USAID evaluation policies
• Demonstrated leadership, management and organizational skills; a high level of interpersonal and communication skills among diverse individuals and partner organizations
• Ability and willingness to regularly travel throughout the country to observe and evaluate project activities
• Oral and written fluency in Bangla and English required; knowledge of other minority languages preferred
