Job Profile:
Counterpart International is currently seeking a Deputy Chief of Party (DCOP) to support the Chief of Party (COP) in day-to-day management of all aspects of project implementation (technical, financial, compliance) for the Participacion Civica Project, as well as proactively build strategic alliance with USAID, local government officials, local partner organizations, and other country level funders. This is a full time position based in Guatemala City, Guatemala. This position will report to the COP. Non-U.S. Ex-patriots and individuals with regional expertise are encouraged to apply.
The Participacion Civica project is a five-year initiative funded by USAID and implemented by Counterpart International in partnership with local and international organizations. Its overall goal is to strengthen civil society and key government institutions to more effectively promote accountable governance and transparency of public institutions in Guatemala. The project seeks to do this through two two complementary and mutually reinforcing objectives:
• Objective 1: Support targeted CSOs' and key government institutions' efforts to Promote Accountable Governance and Combat Corruption; and
• Objective 2: Strengthen Institutional and Technical Capacity of Targeted CSOs.
Primary Responsibilities
The DCOP will support the COP in overall project responsibilities, specifically in developing program strategies, indicators and M&E plans, planning and implementation of program activities while ensuring cohesion among the program components, providing technical support, staff management and development, and high-standard reporting to the donor. S/he will also be responsible for building relations and coordinating with key stakeholders, including USAID, the Government of Guatemala (GOG), particularly the Executive Branch leading the initiative towards an open and more effective government; local non-governmental organizations (NGOs) and other members of civil society.
Qualifications
Required:
• Bachelor's degree in public administration, public policy, or relevant social sciences field, Masters degree preferred.
• At least eight (8) years of experience working with programs related to transparency, anti-corruption, access to information, institutional strengthening, work experience with Guatemalan CSOs.
• Minimum three (3) years of experience working on monitoring and evaluation (M&E), that includes demonstrated experience incorporating robust indicators and M&E plans that incorporate process, output, and outcome indicators.
• Experience managing large sub-grants components;
• Demonstrated skills in effectively maintaining good relations with and/or collaborating with local government structures, senior government officials, civil society actors, other donors and US government projects.
• Professional experience in implementing donor-funded projects with preference for USAID-funded projects in Guatemala, or the region
• Demonstrated leadership, management, decision-making and interpersonal skills.
• Excellent organizational, analytical, oral and written communications skills.
• Speaking and writing fluency in English and Spanish, a must.
