The primary purpose of this position is to serve as a second level supervisory and managerial authorities over the Personal Property Management and Customer Information Management Divisions, providing planning, directing, organizing, exercising control over first level supervisory, and nonsupervisory employees assigned to the Joint Point Personal Property Shipping Office.

QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Traffic Management Series 2130. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience and directs the movement, receipt, storage and payment of personal property for all military services and US Coast Guard members/employees throughout the Area of Responsibility. Shipments are made to, and received from, worldwide locations. Ensures economy and efficiency of operations consistent with operating requirements and capabilities of the TSPs used, while satisfying the requirements of the member/employees. Develops policies and procedures and establishes necessary program support requirements for centralized management. Negotiates transportation requirements with TSPs and contractors. Ensures that service provided meet the agencies mission requirements for responsiveness, security, in transit damage procedures, billing, tracing, and claims settlement. Provides service to 21 uniformed-service military installations within 16 states; additionally provides international services to military members residing in six Canadian provinces. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of transportation modal options required to effect movement of personal property, passengers,and cargo, to include ensuring compliance with public laws, foreign government requirements, DoD/USCoast Guard regulations, policies, and Comptroller General Decisions. Knowledge of packaging, cargo preparation, movement of hazardous, sensitive and classified material via all transportation methods. Knowledge of safety and security regulations, practices, and procedures. Skill and ability to utilize technical and functional expertise and experience with developing and recommending solutions to Higher Headquarters for complex transportation problems and initiatives. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesPlans, organizes, and directs the activities of JPPSO-NE, ensuring that the Personal Property Management(PPM) and/or Customer Information Management (CIM) Division complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents JPPSO-NE with a variety of installation and functional area organizations. Receives, resolves and processes elevated concern case files: Utilizes transportation modal, public law and regulatory requirements while auditing TSP and contractor services/charges for compliance with applicable rate publications, tenders and security/safety practices.
