To focus on the QHSE compliance requirements for the offshore wind Project EA3 O&M stage. To support the O&M Team in developing, implementing, and operating the QHSE Management System, for both onshore and offshore activities. To support and manage Health and Safety activities and decision-making across O&M activities, including assurance of contractor compliance, statutory obligations, and liaison with regulators where required.

Responsibilities

GOFSW SPV Projects QHSE scope

Ensure ongoing compliance with O&M Health & Safety, Environmental Emergency Response Plans, and site-specific safety systems e.g. Quality, providing specialist input throughout planning, and O&M activities across SPV project site and ensuring compliance with legislative and business requirements.Drive a proactive culture by challenging poor practices, coordinating safety leadership programs, and facilitating knowledge sharing and best practice adoption with internal teams, contractors, and the supply chain.Provide expert QHSE support to project O&M teams, plan and execute audits, inspections, and incident investigations, ensuring hazards are identified, risks are mitigated, and corrective actions are implemented and closed out. Monitor and ensure contractor QHSE performance.Provide regular reporting on project QHSE performance, support continuous improvement initiatives, and ensure robust resource planning and deployment to maintain high standards of health and safety across all project locations.GOFSW QHSE Scope

Oversee environmental, health and safety scope across all GOFSW SPV project sites, both onshore and offshore, ensuring compliance with legislative, regulatory, and business requirements.Lead the development, implementation, and continuous improvement of operational phases QHSE plans, emergency response strategies, and site-specific safety systems.Coordinate and manage the activities of internal and external stakeholders - including contractors, consultants, and supply chain partners, to drive best practice adoption.Deliver safety leadership programs and maintain a proactive safety culture throughout all phases of project operations.Risk Management

Lead the identification, assessment, and mitigation of QHSE risks across all O&M activities, both onshore and offshore, ensuring compliance with legislative and business requirements.Plan and execute audits and inspections using the site O&M team to proactively identify hazards, monitor contractor performance, and assure all activities under the project scope.Oversee the use of QHSE tracking systems to record incidents, audits, inspections, and hazardous observations, ensuring timely closeout of actions and continuous improvement of risk controls.Investigate incidents and review external investigation reports, ensuring root causes are addressed and corrective actions are implemented and closed satisfactorily.Provide specialist QHSE input into operational phase planning activities (e.g., MCE and maintenance campaigns).Maintain and oversee hazard identification, risk assessment, and emergency preparedness arrangements throughout the O&M lifecycle.Incident Investigations and Root Cause Analysis

Ensure statutory reporting and tracking of corrective actions to closure. Lead and coordinate the investigation of all incidents and near misses across project sites, ensuring thorough root cause analysis and identification of contributing factors.Review and accept external investigation reports, ensuring that all resultant actions and recommendations are implemented and closed out satisfactorily.Facilitate the sharing of lessons learned and continuous improvement in health and safety performance by ensuring findings are communicated to relevant stakeholders and integrated into project safety management systems.Stakeholder management

Coordinate and manage relationships with internal stakeholders, including Management Team, Contractors QHSE Advisors, and authorities, to ensure effective deployment of resources and compliance with project requirements.Oversee and assure compliance of contractors and consultants across operational assets to maintain high standards of QHSE throughout all project phases.Support Quality Health and Safety Environment (QHSE) activities, policies and objectives of Masdar and compliance with the laws and regulations of the UK.

Participating (when requested) in QHSE audits, office inductions, incident reporting and review of QHSE performances as applicableEnsure adherence to ISO 9001 and ISO 45001 or project management system requirements, ensuring alignment with organizational standards and best practices.Ensure all operational activities comply with applicable UK health, safety, and environmental legislation, proactively addressing regulatory requirements and promoting a culture of legal and ethical compliance across the project.The job holder is expected to work closely with East Anglia 3 project management team, H&S Global Offshore Wind & UK and other divisions and units to establish and maintain company-wide standards.

You will serves as Masdar's lead Health & Safety and CDM representative for East Anglia 3 O&M activities, providing oversight of compliance, contractor assurance, risk management, and stakeholder engagement in accordance with applicable UK legislation and company requirements.

Preferred Qualifications

Bachelor's degree in a H&S discipline (such as Environmental Science, Safety Engineering) or a closely related field. An electrical engineering background would be advantageous.NEBOSH Diploma, NCRQ Diploma, or equivalent Level 6 qualification (desirable)BOSIET/FOET with CA-EBS – Required for offshore survival and emergency response.GWO Certifications: Working at Heights, Sea Survival, Fire Awareness, First Aid, Manual HandlingOGUK Offshore Medical Certificate – Valid and up to date.CDM 2015 Awareness/Training – Understanding of roles and responsibilities under UK Construction (Design and Management) Regulations.Preferred Experience

Minimum 5 years of QHSE experience, with at least 2–3 years in offshore operations, preferably in wind, oil & gas, or marine infrastructure.Proven experience implementing and maintaining ISO 14001, ISO 45001 or similar occupational health and safety management systems within large-scale projects.Demonstrated track record of conducting offshore audits, inspections, and incident investigations.Experience working with Tier 1 and Tier 2 contractors in a multi-package, multi-location offshore environment.Experience in offshore wind operational phases including turbine maintenance, marine logistics, vessel operations, HV safety management, and contractor oversight.Experience supporting onshore enabling sites (e.g., marshalling yards, fabrication facilities) is a plus. Excellent communication, interpersonal, and collaboration skills.Ability to facilitate knowledge transfer down to the field management.Ability to work independently and as part of a team.Strong analytical and problem-solving skills, specifically managing digitalisation and data analytics.Proactive and results-oriented approach.Excellent attention to detail and commitment to quality.Proficiency in Microsoft Office Suite and relevant QHSE software (e.g., environmental management systems software).As part of the application process, we will collect, store and process personal information about you.
