Job summary

An exciting and challenging opportunity has arisen for an enthusiastic, imaginative and motivated manager to work in the Outpatients department at St Helens Hospital.

The Outpatients Clinic Manager is responsible for and will have a specific focus on visible, accessible, and strong clinical leadership. Patient experience is a key focus along with the delivery of safe, timely, high-quality care within the Outpatient Department. The post holder will lead service and quality improvement programmes alongside supporting the operational management of the Outpatient Department. This includes ensuring efficient and effective use of resources and the development and maintenance of the highest standards of patient care and service delivery

The post holder must exhibit excellent communication and organizational skills.

The successful candidate will provide day-to-day leadership of the clinical areas and work 5 out of 7 days with some late shifts/weekends as required. They will participate in the bleep rota for the site.

Excellent interpersonal skills are required to lead the team in a professional, compassionate and inclusive manner.

Main duties of the job

The successful candidate will:

Act as a positive role model through the provision of effective professional leadership and demonstration of competent, accountable clinical practice. Ensure that the environment meets appropriate standards for health care delivery and delivers best practice in infection control. Provide day-to-day visible, accessible and authoritative leadership in the clinical area. Ensure the delivery of patient care is of the highest standard and those patients and their families are treated with dignity and respect. Actively support the Matron in the provision of high quality, modern, dynamic and patient centred services. Provide support to patients and their relatives/carers. Be responsible for optimising patient flow and access through their areas of responsibility through strategies to prevent delays and optimise clinic utilisation. To support the Matron in the delivery of key performance targets.

Job description Job responsibilities

KEY DUTIES

Infection Prevention

To ensure that all staff are aware of and implement best practice. Ensure the clinic environment is clean, take an active role in quality and service standards for cleanliness services and escalate to the Matron when required. Provide leadership and be a role model for all staff in prevention and control of infection, undertaking audits and ensuring high standards are maintained at all times. Ensuring the highest standards of infection prevention is maintained through a continuous cycle of audit and service improvement. To oversee standards of cleanliness in clinical area, contributing to PLACE and other external inspections as required. To work in partnership with the Infection Control Team and Head of Quality to ensure that there are effective systems and processes in place for the prevention and control of infection.

Patient Safety

To ensure measures are in place to promote a safe environment for patients, visitors, and staff. To ensure that lessons learnt and changes to clinical practice from RCAs Trust wide communicated throughout the directorate and division and acted upon. To ensure the implementation of national, local and Trust standards of best practice and quality and monitor performance against these that informs the corporate performance review programme. Implement strategies to ensure clinical care within the Directorate complies where appropriate with National Standards for care such as are contained in the Essence of Care, Our NHS our Future (Lord Darzi recommendations) and National Service Frameworks. Ensure participate in monthly nursing indicator audits, ensuring that action plans are implemented within agreed time frames. Ensure that the clinic area has systems in place to identify report and manage risk which involves taking action and monitoring work areas in accordance with Health and Safety legislation and guidance from the National Patient Safety Agency. Undertake Clinical Risk Assessments as appropriate and as discussed with the Matron. To ensure systems are in place for assessing and prioritising the purchasing of medical devices and ensuring staff are appropriately trained in their use. Work with the Matron in the procurement, implementation, and decontamination of medical equipment. Ensure systems are in place for training and recording competency in the use of new devices. To ensure that there are high standards of documentation and care planning in all areas of practice. Ensuring there are regular reviews of all documentation, and focused action plans are produced when areas of concern are identified. Develop links with other wards/departments including surgical and medical division ward managers, pre-op assessment units, theatres etc developing practice to avoid cancellations and to facilitate a quality experience for patients. Oversee trials of new equipment and ensure appropriate legislation and safety measures are adhered to.

Patient Experience

To ensure that there are systems in place to capture and act upon information related to the patients experience. Promote patient centred service delivery by providing visible and accessible senior professional presence to which staff, patients and their families can turn to for assistance. Maintaining effective channels to obtain views and concerns of service users and to take action as appropriate where in use produce weekly reports derived from Patient Experience Audit. Ensuring that the patient experience remains the focal point for service improvement within the Directorate. Establish effective relationships with PALS and the complaints team encouraging the staff in the proactive resolution of concerns. Ensure that actions arising from patient feedback are progressed.

Clinical Governance

To contribute to the implementation of divisional and Directorate governance strategy by supporting and promoting the development and implementation of operating services that reflects the principles of clinical governance and the Healthcare commission standards. Be responsible for ensuring that there is adherence to child protection and safeguarding vulnerable adult protocols within clinical practice. To ensure that the Department implements best practice with regard to policies and procedures. To undertake formal investigations with regard to any accidents and incidents reporting back within the agree time limits and ensuring lessons are learnt, action plans are implemented, and progress is monitored and reported appropriately.

Communication

To ensure that staff feel well informed and listened to. To act as a role model by demonstrating excellent communication and listening skills with patients, relatives and staff. To ensure that confidentiality for patients and staff is maintained in all areas and that staff adhere to the Data Protection Act, Freedom of Information Act and the Caldicott Principles. To ensure good communication lines and flows are in place within the Operating services structure and other disciplines across the Trust. Ensure that there is a comprehensive orientation and induction programme for nursing staff in each of the clinical areas and that completion of this is documented Lead within the Directorate and implement the Strategy of Nursing within the specialty and contribute to its implementation across the organisation. Co-ordinate and participate in multi-disciplinary working arrangements by establishing links and promote understanding of the work of other disciplines. To support the Matron in leading the Outpatients services across the trust. To actively manage Deputy Clinic Managers to ensure that their personal development needs are met and that all staff have an annual KSF appraisal. Ensure adherence to all the Trusts Equality and Diversity policy and the Race Equality Scheme.
