Job summary
Programme manager for the Wirral Diabetic Eye Screening Programme (DESP), working collaboratively with partner organisations to ensure retinopathy screeningservices are delivered in an environment that benefits patients and service users.
Coordinate the delivery of the programme, including the line management, supervisionand development of clerical staff.
Be responsible for monitoring programme achievement against quality assurancestandards and national service objectives, according to the ENSPDR nationalguidance.
Ensure that the programme is achieving key targets for the offering and uptake ofretinopathy screening to the diabetic population of Wirral.
Work collaboratively with the clinical lead for the screening programme, and, whereable, local diabetologists, ophthalmologists and other key health care professionals toensure that call/recall, screening data collection, referral and quality assurance are inplace.
Candidate should note that the commissioning of this service is currently under review and a market engagement with outcomes expected in the near future.

Communicate complex information to a range of professional colleagues at all levels, requiring good negotiating and presentation skills. Develop key relationships with the Clinical Lead, Operational Group (including Commissioners and Screening Quality Assurance Service), screening staff, optometrists, ophthalmologists, IT staff and software companies, as well as other health care professionals and patient representatives. Present programme data on uptake/offered targets per GP practice to large audiences, such as GP forums, practice nurse / practice manager groups, MDT's and operational group meetings. Responsible for the submission of quarterly Programme Performance Reports (PPR) and Quality Assurance Governance Packs to the Commissioners and Screening Quality Assurance Service. Work collaboratively with partner organisations and external stakeholders, working closely with NHS England Screening and Immunisation Team (SIT) and the Screening Quality Assurance Service (SQAS).
Undertake capacity and demand planning to ensure the programme can meet patient demand for appointments of new/existing patients on several pathways (Routine Digital Screening, Slit lamp Biomicroscopy and Digital Surveillance

Person Specification
Qualifications, Specific Experience & Training Essential
Degree level / management qualification or demonstrable equivalent experience. Three years' experience of managing complex data, preferably in an NHS environment, and preferably within an ophthalmic setting. To adhere to all Trust policies and procedures and maintain accurate patient records.
Desirable
To be in possession of, or working towards, the City & Guilds qualification in Diabetic Retinal Screening Administration, levels 1, 2 and 9. Project management experience, including the implementation of IT systems.
Knowledge and Skills Essential
Enhanced IT skills, including experience of Windows based software (ECDL or equivalent). Ability to communicate effectively within a multidisciplinary team, both Trust-wide and nationally, and with diabetic patients in a calm, sensitive, reassuring and persuasive way. Ability to manage, analyse and interpret complex data and producing reports based on this to national standards. Ability to communicate effectively with outside agencies, including contracted optometrists, GP practice managers / diabetes nurses, and failsafe co-ordinators / programme managers from neighbouring screening programmes. Ability to receive and present with clarity sometimes very complex data to senior managers and external bodies (including GPs, PCTs, and the National Programme). Ability to act autonomously in a pressurised environment, e.g. to ensure urgent referral for treatment of patients with advanced retinopathy. Ability to work accurately while maintaining intense periods of concentration despite competing claims on time.
