Job SummaryThis position is designated as SES, Career-Reserved. USDA structures its SES positions into position levels. This is a position level III with a salary range of $216,011 - $228,000 per year. Exceptions to the salary cap may be considered in certain circumstances. TECHNICAL QUALIFICATION (TQ): In addition to the ECQs, applicants must clearly demonstrate in their resume that they meet the following technical qualification(s). Extensive knowledge of human resources management (recruitment and hiring, position management and classification, executive resources, human capital policy, performance management, compensation, strategic planning, medical standards, employee relations, labor relations, and work/life programs) as demonstrated by a comprehensive understanding and/or experience in multiple areas of human resources management in accordance with Federal laws, regulations, and legislation. Demonstrated ability to analyze, review, create, adapt and direct human resources policies, programs and operations. Includes the ability to strategically develop unique policies and programs to meet mission needs, plan and direct day-to-day human resources initiatives, as well as organize and coordinate complex operational activities, and develop and manage human resources management programs in a large multi-layered, and geographically dispersed organization.

Major DutiesThe Deputy Chief Human Capital Officer (CHCO) serves as the alter ego to the CHCO, providing guidance and advice to the CHCO on management issues and serves as first line supervisor of OHRM Directors.Shares with the CHCO in representing USDA in government-wide initiatives pertaining to human resources (HR) management.Works with USDA mission areas, leads and supports the Human Resources Leadership Council to facilitate the exchange of information, to set shared goals, and to develop common approaches.Manages the Department's executive resources management program. This includes serving as the central point of contact for executive resources matters, advising on a wide range of executive personnel issues and administration of performance systems.Develops and implements USDA-wide policies governing compensation programs including premium pay, General Schedule pay, awards, leave, retirement policy, injury and employment compensation, benefits, etc.Develops policies for recruitment, merit promotion, qualifications, and reduction-in-force. Reviews all employment cases that require Departmental level approval, including but not limited to Schedule C and expert and consultant appointments.Manages USDA training initiatives thorough policy development, guidance, and implementation. Designs employee, executive, and organizational development programs, and innovative training-delivery systems.Develops and executes human capital, information technology, and fiscal and asset management strategies for OHRM that are cost-effective, realistic, and aligned with and responsive to the department's organizational initiatives.Serves as the enterprise HR executive responsible for identifying, prioritizing, and leading consolidation of HR functions to reduce duplication and drive efficiency, effectiveness, and economies of scale across USDA.
