Job SummaryThis position is located in the U.S. Department of Agriculture (USDA), Office of Partnerships and Public Engagement (OPPE) which develops and maintains partnerships focused on solutions to challenges facing rural and underserved communities in the US. This position will be located in either Raleigh, North Carolina OR Fort Collins, Colorado. Salary listed will be adjusted depending on which location the selectee is located.

QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as an Administrative Liaison Specialist. For this position, the specialized experience is experience planning, developing, and administering a national-level program serving military service members, veterans, and military families as well as expert knowledge of USDA programs, policies, and mission area operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesProvides national leadership for the USDA Military Veterans Agricultural Liaison program.Develops Department-wide policy guidance, long-range strategies, and program frameworks to expand veteran participation in USDA programs.Serves as USDA’s principal liaison to the Department of Defense (DoD), Department of Veterans Affairs (VA), Department of Labor (DOL), Small Business Administration (SBA), and other federal and state entities.Develops and executes national outreach strategies targeting transitioning service members, Guard and Reserve, veterans, and military families.Develops internal policy guidance, best practices, and training materials for USDA staff.Collects and analyzes program data to prepare accurate, policy aligned reports for OSEC, OPM, and other federal agencies, ensuring data quality, compliance with federal standards, and clear communication of findings and recommendations.
