Job SummaryThis position is in the Electronic Health Record Modernization Integration Office (EHRM-IO), under the Office of the Deputy Secretary of VA (DEPSECVA) where the incumbent serves as an IT Project Manager. This position will be physically located in a VA owned or leased office/space and require up to 75% official travel.

You may qualify based on your experience as described below: Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Examples of specialized experience would typically include, but are not limited to: Extensive experience in initiating and managing projects of a highly confidential and complex nature, including the integration of Commercial Off the Shelf (COTS) information systems interfacing with legacy applications; developing functional specifications impacting current system architecture and future operations; conducting research and performing analysis; ensuring project compliance with policies and process; developing technical and non-technical presentations; stakeholder management. Familiarity with budget management and risk management. Major DutiesInitiates and manages projects of a highly confidential and complex nature as well as special technical studies related to executing the EHRM-IO mission. Complex projects include projects with integration of Commercial Off the Shelf (COTS) information systems interfacing with VA legacy applications. Conducts program and project research and performance analysis, delivers guidance for process improvement, and manages the implementation of that guidance. Serves as an advisor and IT technical consultant to EHRM-IO officials on operational issues. Coordinates and/or conducts presentations in long range and annual work planning and IT capabilities to advise on the proposed formulation, management and execution of program resources (personnel and funding) and other management matters through an understanding of requirements and policies based on capabilities and resources. Manages program and budget resources. Prepares, justifies, and/or monitors the budget across an entire program, including multiple project budgets. Plans, administers, and monitors expenditures to ensure cost-effective support of the program and projects; assesses financial condition of the program and projects. Evaluates, monitors, or ensures compliance with Federal, VA laws and regulations, policies, standards, or procedures; Identifies standards or requirements for infrastructure, technical configuration or technical change management, Section 508 Accessibility compliance.
