Job summary
We are looking for an experienced analyst to lead a cross-functional group performance team to collectively design and implement Chief Scientific Officer(CSO) group-level performance and its associated products to reduce inefficiency, join up the business and create a culture of performance.This is a new Performance and Insights team within the CSO Group and sits in the Public Health Microbiology (PHM) Operations, Programmes & PerformanceDivision.
Establish and lead the new CSO Performance Team within the Public Health Microbiology (PHM) Operations, Programmes & Performance division. Develop organisational expertise in performance management, drawing on best practice models nationally and internationally. Design robust performance systems to support UKHSA in meeting its Strategy and Business Plans. Main duties of the job
The team are responsible for determining the key performance metrics and early warning indicators for the group.Ensuring performance reporting, reflects the priorities of the organisation and supports decision making.

Work closely with our leaders and subject matter experts to translate strategic priorities into robust measures written into performance reporting to ensuresufficient levers to drive in year implementation.
Re-design the Business Planning process so it aligns with Performance KPI development Align funding and vertical business plans to high level strategic priorities and outcomes framework Support packages for directorates to facilitate development of KPIs in their areas of expertise Alignment with accountability framework so that KPIs are meaningful for the managers that receive them Supporting the development and interpretation of operational metrics and reporting dashboards in order to communicate performance clearly. Undertaking ad-hoc analysis of a range of data and information, to identify trends, themes and building risks. Build and own the metadata for consistent KPI reporting Develop process for the capture and storage of performance data in a standardised format Development and maintenance of report front end in a self-serve environment Essential Criteria:
Strong interpersonal skills, able to collaborate with other analysts and key stakeholders. Experience of shaping a high-level vision, strategy and priorities to enable an organization to meet its strategic aspirations Working knowledge and application of: a range of estimation, forecasting and modelling approaches; decision analysis and scenario planning techniques. Analytical experience in operational/delivery environments, including drawing key measures or recommendations through synthesising data from a range of sources, including surveys. Outstanding collaboration and influencing at all levels. Experienced and competent manipulating data in Excel and PowerBI or similar. Visible, inclusive leadership that builds capability and drives continuous improvement. Strong verbal and written communication skills, with experience of summarising and explaining complex performance data succinctly to a wider audience. Desirable Criteria:

Location
This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours(approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London). Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments suchas the Department for Health and Social Care (DHSC).

Salary Information
If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able todemonstrateyou are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.
