About this role

Job summary

The post holder is expected to ensure the systematic provision of high quality Community Services across NE Essex and to hold ultimate accountability for the delivery of these services. It is to provide leadership to the services and to manage the human, financial and physical resources across the community services of Essex. To ensure these services are effective, well-coordinated and responsive to the changing needs of the local population. In addition the post holder is expected to develop and maintain good working relationships with partner agencies across Essex to ensure the effective delivery of these services, and the multi-agency planning, and delivery of services as a whole in NE Essex and be a key partner in the NE Essex Alliance. The post holder is expected to lead on the development and implementation of the Neighbourhood development for NE Essex. In addition the post holder will oversee the budget for the mental health budget for the neighbourhood programme and provide senior oversight of the NE Essex supported accommodation process. To interpret and develop policy and strategy relating to community Mental Health Service and ensure that these are reflected in service, Trust and multi-agency plans. Develop and manage a range of external relationships, partnerships and strategic alliances including with the county council.

Main duties of the job

To be responsible and accountable for all aspects of the Service. To ensure that the services are effective, well-co-ordinated and responsible to the changing needs of the local population across the ICB and Local Authority. The post holder will demonstrate skills in dealing with complex complaints including face-to-face meeting with patients and relatives. The post holder will also demonstrate skill to carryout investigations in serious incidents and staff conduct issues. To ensure that all staff in these services understand and work to deliver service and Trust objectives. To manage and monitor expenditure on pay and non-pay budgets within the services ensuring that resources are managed within the budget available and that Cost Improvement plans are achieved within area of responsibility. To resolve any disputes or difficulties, and negotiate with partner agencies or other services, around the delivery of services to complex needs. To determine and communicate service priorities based on local need, Trust objectives, key performance indicators and national policy. To ensure that all operational priorities are informed by the Trust Safety Strategy and are driven by population data within the ICB to support the prevention agenda. To ensure the development and delivery of services complies with national guidance To ensure that all aspects of the services are delivered in accordance with relevant professional standards

To investigate and resolve complaints from patients, families, carers and other agencies. To negotiate effectively with other agencies around the delivery of services in their areas. To ensure effective communication about service delivery (and any other changes in service delivery) to staff, senior managers and other statutory and voluntary agencies. This will involve the communication of highly complex and sensitive information. To resolve complex issues, and develop and implement appropriate strategies, with respect to caseload and workload management and waiting times. To resolve complex operational and relationship issues with the PCN Directors and GP Prevention, local acute hospitals and Inequalities Leads. To ensure the effective management of cases requiring the development and implementation of appropriate transition protocols and the monitoring of inpatient delays and out of area placements for those residing in NE Essex. To contribute and participate in senior management teams and strategic groups within the Care Group,Trust and the local ICB. To ensure services are compliant with CQC essential standards of quality and safety and support the required standards to achieve community accreditation. To be responsible for policy development and implementation and service development within the Trust and within the local ICB. To develop annual service and business plans which reflect long range strategic objectives and operational priorities and to ensure that these are communicated and implemented. To be responsible for the co-production initiatives with patients, carers and key stakeholders to improve patient experience and efficacy. To ensure that operational and strategic objectives from strategic and service plans are reflected in individual objectives for managers and professional heads. To ensure that service plans and priorities are developed in consultation with and understood by other agencies with responsibility for the provision of services To represent the Trust on strategic partnerships and to support the development of these partnerships and effective multi agency planning and service delivery in line with the statutory requirements To collect, analyse and interpret information on service delivery, referral patterns, local and national epidemiology and ensure that the services are responsive to changing needs and developments To participate in the Manager On-Call rota.

Person Specification

Education/Qualifications Essential

RMN or equivalent professional/Masters qualification.

Experience Essential

Substantial experience in the NHS at senior management level, effectively leading and managing large services within a complex organisation. Demonstrable experience of effective strategic and operational management. Demonstrable experience of working successfully in partnership with other agencies to deliver successful outcomes.

Desirable

Extensive knowledge and experience of Human Resources practice, policies and procedures
