Job summary

Fire Safety and Security Officer.

Full time 37.5 hours per week.

Band 6 £39,959 - £48,117 per annum.

The Fire Safety and Security Officer is the Trust's Competent Person for fire in accordance with the duties and requirements of Healthcare Technical Memorandums and the Regulatory Reform (Fire Safety) Order 2005. You are responsible for fire safety across the Trust's estate; providing specialist fire safety advice to Estates and other teams; carry out fire risk assessments; and ensure that the Trust is fully compliant with all fire safety requirements in the interests of high standards of patient care and safety.You are also responsible for overseeing the security of Trust premises including ensuring door entry and other security systems operate efficiently and in accordance with safety requirements.

Resource Management1.Advise on the purchase of fire safety and security equipment to ensure it is fit for purpose.2.Wherever possible, identify cost efficiencies through new ways of working and obtaining best value for money in procurement.Specialist/Technical requirementsSystems and Equipment1.Responsible for fire safety and security ensuring systems, equipment and plant are tested and maintained to meet compliance requirements.2.Responsible for the management and use of information systems including Micad and Microsoft Office suite.3.Carries out fire risk assessments and site audits to assess compliance with complex statutory requirements.4.Utilises corporate Communications and IT systems effectively.Judgements1.Makes judgements on a range of complex facts and situations in response to changing priorities and competing demands including:Range of complex compliance fire safety and security requirementsResourcesBuilding, fire and health and safety regulationsRisk managementHealth and safety managementEvaluation of performance against fire safety compliance requirementsAnalysis of specialist technical informationInterpretation of complex legislation, technical guidance, best practice codes2.Works with the Compliance Manager in ensuring fire safety compliance targets are met, interpreting and acting upon complex statutory requirements.3.Makes judgements across a range of compliance Estates issues, taking account of the sometimes-conflicting demands of legislation, health and safety requirements, healthcare standards and financial constraints.4.Makes judgements consistently within the context of the CARE values and the Trusts commitment to be outstanding in all it does.Communication1.Provides, receives and analyses complex fire safety and security information and communicates, technical and statutory information with specialists, non- technical individuals, and other stakeholders.2.Develops and implements effective channels of communication to ensure complex information is disseminated in a timely and appropriate manner to other team members and colleagues from other service areas.3.Proactively communicates with other members of the Estates team, on fire safety and security matters.4.Prepared to challenge appropriately when compliance standards fall short.5.Adapts personal communication style appropriately to the needs of the audience.Challenges1.Overcomes barriers to understanding because of the technical and complex nature of information.2.Addresses conflicting perspectives and demands from user Departments.3.Requires concentration and mental effort to resolve complex issues.4.Maintains a firm but fair approach with team members to ensure that compliance standards are maintained.

Person Specification

Qualifications Essential

Educated to degree level or equivalent qualification and experience Membership of fire related association, or equivalent fire code certification Relevant security qualification at level 5 or equivalent experience within security management Accredited Fire Risk Assessor - Level 3 Commitment to undertake further training and qualifications aligned to the job role including relevant security management training if applicable

Desirable

NEBOSH qualification

Experience Essential

Working in a fire safety or fire engineering function Fire management experience within a large service organisation or Fire Authority Writing and implementing fire safety and security policies and procedures including Fire Risk Assessments

Desirable

NHS Experience Working with specialist Estates systems such as Micad

Knowledge Essential

Proven knowledge of fire safety regulations / systems and equipment including health & safety law including risk management Organisational and time management skills - able to meet conflicting deadlines and plan a number of projects and schemes Understanding of PPM regimes, fire alarm control panels, building management systems and door access systems Customer focussed - places the patient at the heart of service delivery

Desirable

Knowledge of NHS policies, procedures and structures Detailed training and knowledge of Hospital Fire Safety including Fire Safety HTM's Understanding of mental health issues and how to organise service delivery to take account of those
