QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of OSI policy and guidance for recordkeeping in accordance with the established strategic plan; Congressional mandates for all electronic and non-electronic records; National Archives and Records Administration records/information management standards. In-depth knowledge of 44 USC Chapter 31, Federal laws, statutes, Executive Orders, DOD, and OSI regulations, policies and rules governing records management program requirements. Knowledge of OSI Records Management policies and regulations to ensure that all administrative and technical records, including those in electronic form, contain adequate and proper information on the functions, organization, policies, procedures, decisions, and technical progress, and essential transactions they are intended to document; are sufficient to protect the legal and financial rights of the government and of persons directly affected by OSI actions; are easily retrievable and usable; are protected from unauthorized access to, or loss, removal, or theft; are protected from unauthorized disclosure; and are disposed of only in compliance with approved OSI/ Records Schedules and General Records Schedules. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to administering a records management program for a federal agency. including (but not limited to): A) administering activities related to records creation and maintenance, records scheduling and disposition and other agency records management functions; B) addressing issues posed by electronic records; and C) developing and providing records management training. Knowledge of federal statutes, including the Federal Records Act, regulations, policies and guidelines regarding records retention and disposition 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and of OSI Records and Case Management Systems, and knowledge of electronic information technologies as applied to records management, including records management databases, SharePoint, and certified Records Management Applications. 3. Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques. 4. Skill in conducting studies and investigations, problem analysis, and developing logical and documented recommendations. 5. Ability to analyze, plan, adjust work operations of team organizational segments, and suspense priorities to support and meet program requirements and objectives within available resources. 6. Ability to gather, analyze and present facts, communicate both orally and in writing, clearly, concisely, and with technical accuracy; while establishing interpersonal relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Position is designated, as Critical Sensitive and incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). SSBI (Single Scope Background Investigation) and Counterintelligence Polygraph is required. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Major DutiesServes as the MSIR Quality Management Program Administrator planning, developing, and administering quality assurance programs supporting the Criminal Case File transition from paper files to official electronic case files. As the Quality Control officer of case file records, the incumbent is responsible for quality assurance reviews on digitized electronic records; ensuring that all records are properly scanned and recorded in the Records Management System (RMS); additionally, the incumbent will perform quality control reviews on case file documents identified for destruction ensure only appropriately scanned documents are approved for destruction and will direct and oversee the destruction process. Criminal Case File Records Research project leader/manager responsible to manage, direct, coordinate, oversee, and report on complex project requests; defines scope, priority, and necessary staffing; provides technical direction for the project management, facilitation, process improvement analysis, and methodology/tools required to complete project request. Evaluates and approves all requests; identifies and extracts all data call information in response to Congressional, DOD, IG, Air Force and Command Research Projects. Serves as the HQ Records Manager; establishes, defines, and implements requirements for the segments of the Records Management Program to ensure operations are in line with regulatory requirements, support goals, and mission requirements. Administers the Records Management Program of moderate size requiring modification to fit a wide range of variables for each segment of the HQ directorates in support of larger substantive OSI world-wide Records Management Program. Working directly with a broad range of end users, subject matter experts and service providers to understand division records management needs, analyze requirements, and translate and promote improved understanding of existing records management information.
