Job SummaryThis position provides direct resident care and support to Veteran residents of the Domiciliary including responsibilities for their safety, security and accountability. This position administers and directs the daily operation of the Domiciliary residents.
QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/17/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience such as the execution of specific rules, regulations, or procedures and typically comprises a complete segment of an assignment or project of broader scope. The work product or service affects the accuracy, reliability, or acceptability of further processes or services. The incumbent ensures the administrative and clerical work for the program areas is accomplished per prescribed guidelines. The administrative work for others is overseen and reviewed for accuracy and timeliness. The work is designed to facilitate coordination or programming to ensure efficient operation, expedient delivery, and effective program services. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school. NOTE: Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grades GS-3 through GS-5 for all positions. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 60 semester hours (90 quarter hours) of undergraduate education. Major DutiesThe incumbent performs the job responsibilities for the NIGHT SHIFT tour of duty and is an integral member of Domiciliary Residential Rehabilitation Treatment Team providing a constant physical presence, active counseling and situational awareness for assisting residents of the domiciliary. Duties include but are not limited to: Responsible for the safe and therapeutic environment of the area of assigned coverage. Maintains control records consistent with case liaison functions for Veteran Residents and participates in treatment planning each week. Counsels with Veteran residents documenting in the resident's medical record, shift reports and incident sheets any pertinent data and information about the resident's health, behavior, functioning and self report information having relevance to the resident's treatment objectives, well-being and safety. Facilitates participation for residents in recreation, work therapy and other therapeutic activities. Initiates, organizes and participates in various activities pertaining to the resident treatment and administrative functioning of Treatment Team(s) to which assigned. Responsible for resident/team scheduling and insuring appropriate follow-up on Treatment Plans are accomplished both effectively and in a timely manner. Responsible for safely transporting residents to nurse's station(s), urgent care, or emergency department for assistance, as needed. Provides Basic Life Support, First Aid, behavioral and crisis intervention to Veterans in distress as emergency responders. Incumbent responsible for documenting activities and occurrences in treatment record or communication sheets for each Veteran in a timely manner. Responsible for orienting Veteran residents, interpreting policy and providing counseling to them, documenting appropriately, on matters relating to roles, rights and responsibilities, including violations of rules, regulations, policies and procedures established by the Department of Veterans Affairs and this facility to enforce guidance and disciplinary actions and reinforce treatment incentives. Provides information to families, friends, relatives and others about the resident only within the limitations of the Privacy Act and HIPPA and with the resident's consent and as part of the treatment team. Documents in treatment record or communication sheets any contact and information presented in that contact.
