Job SummaryThe Fisher House (FH) Program provides temporary accommodations and support for families, support persons, and Caregivers of Veterans and Active Duty Military receiving treatment at major military and VA medical facilities. VA Fisher House accommodations are provided at no cost to guests and located within walking distance of the treatment facility. The Assistant Fisher House Manager reports directly to the Fisher House Manager.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement 06/17/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position, you must have served 52 weeks at the GS-07. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with the financial, operations, and managerial processes of a multi-family housing program; monitors expenditures and uses cost benefit thinking to set priorities; coordinates guess services referrals; reviews current expenditures of operations, maintenance functions, estimating cost and developing managing the annual budget to accomplish the operations and functions; maintaining a staffing schedule of employees, creating and maintaining an activity calendar; scheduling activities and volunteer events to support guests; and scheduling transportation for Veterans and families. This experience must have been gained at or above the GS-7 or equivalent level. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two years of progressively higher-level graduate education leading to a master's degree or master's or LL.B or J.D., if related. (Transcript required) OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above. GS 11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: a higher level of experience that promotes the assisting with the financial, operations, and managerial processes of a multi-family housing program; monitors expenditures and uses cost benefit thinking to set priorities; coordinates guess services referrals; reviews current expenditures of operations, maintenance functions, estimating cost and developing managing the annual budget to accomplish the operations and functions; maintaining a staffing schedule of employees, creating and maintaining an activity calendar; scheduling activities and volunteer events to support guests; and scheduling transportation for Veterans and families. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Major DutiesDuties include but are not limited to: The Assistant Housing Manager is responsible for the financial, operations and managerial processes involved with the Fisher House program. The Assistant Housing Manager collaborates with Facilities Management, Engineering, Interior Design and facility leadership to develop and manage long and short range Fisher House budgets including costs of daily operations, maintenance and periodic refurbishments. The Assistant Housing Manager is responsible for identifying the appropriate course of action to address the issue or complete the task at hand. The Assistant Housing Manager oversees the day-to-day operations of the Fisher House Program to include creating and maintaining a staffing schedule, creating and maintaining an activity calendar; scheduling activities and volunteer events to support Fisher House guests; and scheduling transportation for Veterans and families. The Assistant Housing Manager conducts management reviews of the Fisher House program to identify problems and initiate corrective actions. The Assistant Housing Manager serves as a primary medical facility representative and community partner liaison to the community at large regarding Fisher House matters. The Assistant Housing Manager is responsible for providing a safe and comfortable environment for Veterans, Active Duty Servicemembers, and their support persons to relax and socialize outside of the clinical hospital setting. The Assistant Housing Manager identifies guest issues, problems, or conditions and seeks alternative solutions based on evaluation of the intent of applicable rules, regulations, and procedures. The Assistant Housing Manager provides administrative and task supervision to staff, volunteers, and contractors assigned to the Fisher House program. The Assistant Housing Manager oversees the orientation of new Fisher House guests, employees, volunteers & contractors, maintaining a thorough knowledge of the operation of all medical facility outpatient clinics and inpatient units, and acting as a liaison between administrative and clinical staff. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
