Job SummaryServes as a technical expert and advisor in matters pertaining to budget and financial management, procurement, human capital management, information management and technology, travel, space and telecommunications, facilities, resource management, project management, property, security, administrative management, employee development and training, etc., for OPIA. Supervises a staff who performs a wide variety of management and program analysis and administrative work.

OPM Qualifications Standards are available at Administrative and Management Positions Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14. Specialized experience for this position includes: Experience in providing oversight in budget, program operations, procurement, business productivity and management process requirements within an organization; Experience in overseeing the management of all activities associated with travel; Experience in leading strategic planning efforts, performance assessment and reporting requirements within an organization; and Experience in providing analysis of organizational procedures and providing input on the implementation of process improvements. Major DutiesThe physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year. This rewarding career role is ideal if you: Enjoy providing leadership in evaluation, assessment, and improvement of programs and management systems by applying a wide range of qualitative and quantitative techniques; Desire to represent the Global Intellectual Property Academy of the Office of Policy and International Affairs on all budget matters relating to future year initiatives, the Government Performance Review Act, as well as other matters directed by the Office of Planning and Budget (OPB); Have experience in supervising a staff of supervisory and nonsupervisory personnel who perform a wide variety of management and program analysis and administrative work; Interested in providing support services to the OPIA across the entire spectrum of human capital management, budget/finance, procurement, training, conferences, information management, travel, and logistics; and Have experience in overseeing the overall planning, scheduling, and carrying out work, projects, studies and implementing processes and procedures.
