Job SummaryYou will serve as an ENGINEERING TECHNICIAN for the Officer in Charge of Construction Puget Sound Naval Shipyard (OICC PSNS) for the execution of the Shipyard infrastructure optimization program (SIOP) to include utility, waterfront, and major industrial facilities and infrastructure construction.
QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing pre-award technical reviews of contract documents for Biddability, Constructability, Operability and Environmental compliance on Design-Bid-Build and Design-Build projects of varying difficulty and complexity. 2) Performing Field Quality Assurance duties on construction contracts. 3) Providing contract oversight on contractor Safety and Quality Control programs. 4) Fully functioning as an experienced and independent Quality Assurance (QA) Representative in the field of construction in the areas of Structural, Civil, Mechanical and electrical building systems. Major DutiesYou will provide engineering support services in the field of construction contracts primarily between the Navy/Marine Corps/Air Force and private contractors.You will evaluate and assure the quality control efforts of the construction contractor.You will validate quantity, condition, and approval of materials on site prior to invoice payments.You will provide overall coordination of the construction quality management program for assigned projects.You will serve as coach/trainer/mentor for members who have not attained the journeyman level of expertise and experience gained by the incumbent.You will review plans.You will coordinate with stakeholders and resolve technical issues.You will ensure projects remain on schedule and within budget.
