Job SummaryThis position is a Branch Manager located in Vetting Operations, Security Threat Assessment Division (STAD), Redress Branch responsible for providing oversight to the day-to-day operations of the Redress Branch.

QualificationsTo qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Providing technical advice or guidance on transportation security laws, policies and regulations; AND Revising policy documents, including guidance, amendments to security directives, security programs and regulations; AND Identifying issues, discrepancies or inconsistencies with transportation security policies or procedures. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Major DutiesThe Supervisory Transportation Security Specialist serves as the Redress Branch Manager and is responsible for the efficiency and effectiveness of processes used to determine applicant eligibility to receive transportation security credentials and seek redress in the event of an adverse finding. Duties include: Develops new and revised policy documents, general guidance, security programs, amendments, regulations, and directives, and coordinates all activities related to adjudication/case management for redress, appeals, waivers and administrative law judge reviews. Develops new security threat assessment programs with respect to actions associated with documents, standard operating procedures, participate in IPTs and interactions with internal and external stakeholders. Works across organizational lines to continuously align and enhance security threat assessment processes and information inputs on credential enrollment procedures, and with internal and external partners on criminal and intelligence information management protocols and products. Serves as a security threat assessment subject matter expert. Has a thorough understanding and experience with all TSA adjudication Redress actions and procedures. Collaborates with TSA Chief Counsel and US Coast Guard judges to ensure that redress regulations are consistently interpreted and encapsulated in adjudication standard practices. Supports development of internal and external communications in support of transportation related security programs. Assist in preparations of briefings, presentations, status reports, program documentation and responses to internal and external stakeholders. Develops, coordinates, and initiates investigations relating to threats to transportation and national security. Represents TSA to officials from other U.S. government agencies, typically the Federal Bureau of Investigation (FBI) and the Department of Homeland Security (DHS). Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.RequirementsYou must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. You must complete a favorable Background Investigation (BI). Selective Service registration is required. You must be able to obtain and maintain a Top-Secret Clearance with SCI access. You must complete a favorable Single Scope Background Investigation (SSBI). Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
