QualificationsThe qualifications for this position must be met by 11:59 PM (Eastern Time) on 06/17/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 06/17/2026. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Applying human resources principles, practices, laws, and regulations to complete tasks; Reviewing payroll and/or personnel documents for completeness and conformity to appropriate laws and regulations; Identifying personnel action issues and proposing solutions. OR You may substitute a Master's degree or two (2) full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Reviewing personnel actions for accuracy and completeness and ensuring agency employees pay, and personnel accounts reflect correct updates and/or changes; Interpreting and providing advice on standard operating procedures and/or policies; Researching and resolving discrepancies, correcting errors in personnel records, and responding to sensitive records requests. OR You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. Major DutiesThe responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.Serve as a primary point-of-contact for employee pay and personnel record matters and provides technical advice and recommendations to managers and employees on complex and routine pay and personnel processing matters.Use technical expertise and analytical techniques to research and examine documentation, verify relevant facts, ensure compliance with laws, regulations, and applicable guidance, and reconcile discrepancies.Monitor the day-to-day operations of team requirements as they pertain to the processing of personnel actions and employee specific pay and personnel account data to ensure timeliness and accuracy of actions.Train or arrange for training of team members in methods and technical requirements necessary to accomplish tasks.Monitor and report on status and progress of work, review completed work for accuracy, and ensure it aligns with supervisor's instructions on work priorities, methods, deadlines, and quality.Manage and update agency employees’ electronic official personnel folders (eOPF), consult on processing, provide documents for investigations, and advise managers and staff on eOPF requirements for pay and personnel records.RequirementsConditions of Employment: You must be a U.S. Citizen or U.S. National to apply for this position Successfully pass a Background Investigation including financial disclosure You must pass a drug screening Males born after 12/31/1959 must be registered with the Selective Service Political appointees may require OPM approval before on-boarding USCIS applies the Telework Enhancement Act of 2010 to its telework program This position IS NOT considered "essential" for purposes of reporting to work when the facility might otherwise be closed.
