Expert ability to use link analysis and call-chain tools, and demonstrated ability to lead and promote the development and use of a broad range of methodological tools and approaches to research, analyze, and present data (modeling, SATs, social network analysis, etc.).

Major DutiesDevelop and maintain working relationships with senior ODNI officials and, as necessary, principals throughout the intelligence and policy communities; identify issues and developments with internal and external peers, communicating regularly to exchange subject information. Provide expert guidance and leadership to multiple teams in the production of well-crafted sophisticated, complex analytic finished intelligence products on sometimes controversial or particularly difficult issues in support of United States (US) foreign policy and national security objectives; review final analytic products, written and oral, for clarity, organization, accuracy, and logic; effectively explain highly complex concepts and results to non-expert customers and tailor products to correspond to customer needs. Guide the development of methodological tools and approaches to better understand complex analytic issues and oversee the incorporation of insights and findings into well-crafted, sophisticated targeting intelligence products; be able to explain effectively these highly complex approaches and the results to non-expert customers. Lead and direct counterterrorism analytic identity intelligence and discovery work in a manner consistent with fulfilling organizational directives and accomplishing mission goals. Plan, develop, utilize, and refine methodological tools and approaches to gain a comprehensive understanding of complex and significant analytic issues and incorporate insights and findings into well-crafted, sophisticated targeting intelligence products. Lead a team of all-source targeting analysts from multiple agencies, helping to set objectives and providing feedback and assessing performance in accordance with home agency needs and ODNI requirements. Help drive the group's analytic program, ensuring that products incorporate the highest IC tradecraft standards and capitalize on NCTC's unique data accesses and tools. Ensure personnel are appropriately challenged, rewarded, and given the support, tools, training, and opportunities they need to develop and succeed. Recruit, develop, and retain a diverse and highly qualified workforce; cultivate an inclusive environment that fosters the development of all officers to their full potential.
