QualificationsFor GS-13 Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level of GS-12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience includes ALL of the following: -Managing grants by applying knowledge of principles, laws, regulations, policies, practices, and guidelines (e.g. Executive Orders, Code of Federal Regulations) of grant or cooperative agreement programs. Examples include , but not limited to: Primary contact for a grant program, review and make grant action recommendations to the Grant Officer, and review and process grant amendments using electronic grant systems. -Experience with audit resolution, grant closeout cases, and/or formal debt collection proceedings; AND -Providing technical assistance and/or, training, and services to grantees. Examples of grantees include, but not limited to: Grant recipients: Such as, States, Institutions of higher level education, and non-profit organizations. Major DutiesDuties for this position include: Executes post award grants management administration typically, including reviewing, preparing and approving amendments, (e.g. budget and budget narrative documents, equipment purchases, and processing period of performance extensions), and incorporating grant revisions into the grant agreement using electronic grants management systems, and ensuring compliance with Federal rules, regulations, policies and procedures. Maintain grant files to adhere to Employment and Training Administration (ETA) established policies and procedures for grant management documentation requirements. Plans, leads/coordinates, and conducts special management or compliance reviews involving complex and highly sensitive issues. Executes Regional Office audit resolution and debt collection responsibilities for ETA grants, beginning with the identification and analysis of grantee compliance with the applicable statues and regulations and culminating in the initiation of formal debt collection procedures. Participates with Grant Officer and documents negotiations with grantees to resolve compliance issues and the implementation of corrective actions, including payback of improper grantee/contractor expenditures. Develops finding of fact in order to sustain a determination of the allegation or issue; prepares comprehensive reports of findings and makes recommendations as to the future course of action. In coordination with the program offices, establishes liaison with the National Office and takes the lead in the initiation, control processing, and review of Critical Incident Reports (CIR). Provides advice, interpretation, and guidance on statutes, regulations, policies and procedures as they relate to the award program in general. Prepares and delivers presentations to various internal and external audiences. Serves as the Regional Disclosure Officer; gives advice to all components of the Regional Office on questions regarding the disclosure of information and materials under the Freedom of Information Act (FOIA). Develops and provides Region wide or special individualized technical assistance/training to Regional Office staff, grantees, and sub-grantees on grants management administration, uniform administrative requirements, cost principles, audit resolution, and debt collection systems. Acts as liaison in connection with requests for information or assistance received from the Office of Inspector General (OIG) and external regulatory agencies, such as the General Accounting Office (GAO), the U.S. Attorney, or State and local enforcement or compliance agencies. Exercises positive interpersonal relationships with grantees and stakeholders.
