TQ 1: Demonstrated mastery-level knowledge of, and advanced skill in applying laws, regulations, theories, concepts, practices, and principles governing criminal and civil immigration law enforcement work, including constitutional and statutory authorities, investigative procedures and techniques, and specialized law enforcement methodologies, enabling effective management of ERO's law enforcement operations. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the TQs listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in a U.S. Office of Personnel Management (OPM)-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50 or certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
Major DutiesEnforcement and Removal Operations (ERO) of U.S. Immigration and Customs Enforcement (ICE) protects the homeland through the arrest and removal of individuals who undermine the safety of our communities and the integrity of our immigration laws. As part of its critical mission, ERO manages all aspects of the immigration enforcement process, including the identification, arrest, detention, and removal of aliens who are subject to removal or are unlawfully present in the United States. The Field Office Director (FOD) ensures that ERO field office resources and expertise are effectively deployed to locate and arrest fugitive aliens, detain certain aliens while their cases are being processed, and remove aliens from the United States when so ordered. The FOD exercises broad delegated authority in managing, directing, advocating, and implementing all aspects of an ERO field office, including all criminal and civil immigration law enforcement and administrative operations, in support of ICE's and ERO's strategic goals and objectives, and the overall ICE mission. The field office's area of responsibility may include several states or a large geographical area. Additionally, the FOD: Determines and develops the field office program's strategic goals and objectives in alignment with ICE and ERO strategic management priorities; ensures their successful implementation; and manages programs and projects to directly support the mission objectives of ICE, ERO, and the Department of Homeland Security (DHS). Exercises authority to initiate, discontinue, or adjust programs and projects as needed, and justifies resource allocation based on organizational priorities, including those of other ICE directorates. Designs and develops the field office organizational structure to support mission accomplishment in an efficient and cost-effective manner. Establishes and maintains performance metrics through subordinate managers to monitor work status, assess organizational effectiveness and productivity, and identify and resolve program deficiencies to ensure continued alignment with the organization's mission, goals, and objectives. Ensures consistent implementation of and compliance with all relevant immigration laws and policies; develops and interprets new legislation and guidelines for field office programs; and serves as a key authority in formulating law enforcement objectives, developing strategies to mitigate threats, and adjudicating enforcement actions to advance the missions of DHS, ICE, and ERO. Partners with senior ICE and ERO leadership to resolve complex, cross-functional issues and independently manages sensitive field office matters. Builds and maintains relationships with officials from various agencies and stakeholder groups to coordinate and collaborate on multi-jurisdictional investigative matters. Employs advanced communication and leadership skills to influence and align stakeholders with ICE and ERO objectives, even amid competing interests.
