QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of chemical, biological, radiological and nuclear warfare defense, and response procedures for natural and man-made disasters. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or L.L.B., or J.D., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of this position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of graduate level education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Knowledge of policies governing AF Emergency Management programs and activities. Knowledge of Status of Resources and Training System (SORTS) reporting requirements to gather and present data. Knowledge of the CBRN defense program, governing directives, and methods and procedures for program implementation. Knowledge of Readiness and EM Flight objectives and requirements. Knowledge of the Air Force supply, acquisition, storage, and transportation systems and hazardous material classifications. Knowledge of microcomputer systems to include operation of word processing, spreadsheet applications, and CBRN modeling software. Skilled in the following areas: EM Apprentice, EM Craftsman, CBRN Cell Operations, and HAZMAT Level 1 (Awareness) as a minimum. Skilled in planning, organizing, directing, operating, and evaluating EM, CBRN Defense, and HAZMAT programs. Skilled in planning and executing mobility programs. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. OTHER SIGNIFICANT FACTS: Employee may be required to travel by military or commercial aircraft to accomplish temporary duty. May be required to work uncommon tour of duty. Will be required to use pyrotechnic devices such as ground-burst simulators and smoke grenades. This is an ART position. Must meet and maintain Air Force and Air Force Reserve requirements. The incumbent's regular assignments are primary ART duties, however may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements. Major DutiesThe primary purpose of this position is: As an Air Reserve Technician (ART) position to: (1) provide overall management of reserve wing and unit-level emergency management (EM) and chemical, biological, radiological, and nuclear (CBRN) defense programs, (2) ensure AF Incident Management and CBRN defense training is provided to assigned reserve wing personnel, (3) plan for and ensure EM personnel are prepared to meet rapid deployment requirements in support of contingency or wartime operations. This is an Air Reserve Technician (ART) position. DUTY 1: Manages the Emergency Management and CBRN Defense programs for the reserve wing. Develops, coordinates, obtains approval and promulgates operational plans and procedures for implementation of wing policies and instructions relating to EM, CBRN Defense, consequence management and HAZMAT programs. DUTY 2: Serves as technical advisor to reserve wing and squadron commanders and provides sound technical advice on Air Force Incident Management emergency response concepts and procedures for situations involving enemy attacks, natural disasters, accident response, terrorist use of CBRN, and other emergencies or contingencies. DUTY 3: Provides overall administrative management of readiness and EM flight resources. Reports availability and deployment preparation of EM personnel for response to contingencies and emergencies using the Status of Resources and Training System (SORTS). DUTY 4: Develops, updates, or reviews planning documents (plans, directives, checklists, etc.) for reserve wing EM force utilization. Ensures planning documents are reviewed against current guidance for accuracy and applicability to the reserve wing and squadron missions. DUTY 5: Manages and oversees reserve wing emergency management and CBRN training programs. Responsible for acquisition, maintenance, storage, and shipment of equipment and systems required to support emergency response operations, EM force deployments, and protective shelter activities. Establishes and participates in discussions and meetings or serves on panels or committees. Complies with health, safety, and environmental rules and procedures.
