Job SummaryThis position is with the Administrative Services Division, Information, Management and Analysis Branch (IMAB). IMAB provides support and advice to program offices on printing, graphic design, distribution, mail services and warehouse publications. IMAB also plans and directs the procurement of such services for Food Safety and Inspection Service (FSIS) nationwide.

QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. 52 weeks at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your most recent non-award SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade, step, etc.) MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience working independently and that provided you with at least 3 of the 5 following areas: 1) Developing cost estimates for printing and distribution projects and/or negotiates cost and deadlines within an Agency budget. 2) Analyzing, developing and implementing policies, standards, principles and methods for managing an Agency-wide printing or graphic design program. 3) Using automated databases to track, prepare and distribute Agency mail and Federal Express activities. 4) Planning and directing the procurement of printing, graphic design, distribution, mail services, and/or warehouse publications. 5) Coordinating with management and commercial vendors to assure print projects meet the needs of the customer. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesProvides support and advice to program offices on printing, graphic design, distribution,mail services and warehouse publications.Surveys, evaluates, and recommends the newest technology to improve printing management’s effectiveness and efficiency.Consults with officials at all levels.Manages and processes incoming printing/distribution and publications’ assignments.Procures printing for various program such as administrative forms, publications, instruction manuals, pamphlets, brochures, posters, magnets.Prepares requisitions for the procurement of printing distribution.Recommends most economical means of production to ensure the highest quality of printing at the most reasonable cost.Plans graphic design and development of printing processes for agency-wide public health and recruitment initiatives.Develops policies, standards and methods for managing Agency wide printing and graphic design program.Provides advisory services regarding printing and distribution policies.Works closely with customers and commercial vendors.Resolves complex work problems or complaints.
