Job SummaryAs an Environmental Protection Specialist, you will develop, implement, and maintain Center-level environmental programs to ensure compliance with federal, state, and local regulations and NASA requirements. You will maintain oversight of the Center's environmental compliance and planning programs; oversee programs or projects; advise Center management and personnel on environmental laws, policies and processes; and support administration of related contracts.

QualificationsSpecialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Assisting with the development and implementation of air permits and Clean Air Act compliance requirements; Assisting with implementation of environmental requirements across multiple environmental program areas (e.g., Clean Water Act, Resource Conservation and Recovery Act, Emergency Planning and Community Right-to-Know Act); Serving as a technical point of contact for environmental compliance matters, coordinating with regulatory agencies on routine permitting and compliance issues. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Developing and implementing air permits and Clean Air Act compliance requirements for an industrial, government, or federal facility; Developing and implementing environmental permits and regulatory requirements across multiple environmental program areas (e.g., Clean Water Act, Resource Conservation and Recovery Act, Emergency Planning and Community Right-to-Know Act); Serving as the technical authority for environmental compliance matters, coordinating with regulatory agencies and stakeholders on federal and state environmental statutes and regulations as applied to complex facility operations. Major DutiesDuties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.Serves as the technical authority on the Clean Air Act, administering a comprehensive program (e.g., performing project management, data collection/validation, risk assessments, and strategy development) to ensure compliance across all operations.Oversees multiple environmental programs, performing technical and administrative duties to support NASA's full compliance with all environmental regulatory permitting and compliance requirements in program areas.Prepares, updates, and maintains all permits, reports, plans, records, and other documentation in accordance with all applicable regulations, permit requirements and other authorizing documents, Executive Orders, and NASA requirements.Conducts and oversees inspections, reviews, documents, and manages issues, findings, or complaints; evaluates findings and root cause; identifies vulnerabilities; develops corrective action plans; and tracks findings through closure.Represents the Center in meetings with regulatory agencies and other stakeholders; negotiates with regulators; and develops notifications and/or responses related to regulatory non-compliances/deviations.Serves as the technical authority, attends project scoping/design meetings, monitors site operations/activities, and reviews proposed projects, checklists, and design documents to ensure environmental requirements are identified and implemented.Recommends appropriate controls or mitigation to ensure compliance; and works with stakeholders (e.g., NASA management, resident agency management) as appropriate, to ensure that environmental requirements are identified and properly implemented.Performs regulatory applicability determinations across environmental programs; interprets environmental regulations, identifies impacts, and provides recommendations to meet requirements and minimize risk/mission impact.Communicates environmental issues to leadership and non-technical audiences. Develops materials to clearly explain requirements, approaches to achieve/maintain compliance, and other relevant information.Defines scope, manages performance, and evaluates technical and regulatory adequacy of contractor deliverables supporting environmental compliance/planning functions.
