Job SummaryThis position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 7, Band W (GS-07 equivalent).
QualificationsIn order to qualify for the Human Resources Specialist (Recruitment & Placement) position which falls under the 0201 occupational Series, you must meet the following requirements by 11:59 pm EST on 06/17/2026: Basic Qualification Requirements: You must have two years of experience which includes performing work in support of a Human Resources staffing and recruitment office, such as processing new hire paperwork; scheduling interviews; preparing recruitment packages; providing customer support to staffing and recruitment inquiries or issues. OR Have one full year (18 semester hours or 27 quarter hours) of graduate level education that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR Have a bachelor's degree with Superior Academic Achievement (S.A.A.) criteria. Must meet one of the following: (1) Class standing- in the upper third of the graduating class in the college or university. (2) Grade-point average (G.P.A.) - have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies (You must submit a transcript at time of application submission. OR Have a combination of graduate level education and specialized experience as described above, that would equal 100% of the required experience/education combination for this position. NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Basic Qualifications.
Major DutiesUtilizes automated staffing systems to perform internal and external recruitment and placement functions, including generating job analyses, vacancy announcements, crediting plans, and referral lists. Provides consulting and advisory services to management on the full range of HR functions, resolving routine issues and assisting in fulfilling human resources responsibilities. Advises managers and employees on compensation policies, pay setting, and recruitment and retention incentives. Researches and analyzes employee records and case files to resolve issues and ensure compliance with Agency and OPM policies and prepares required reports and documentation.
