Job SummaryThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Watervliet Arsenal is an Army-owned and operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813.

QualificationsWho May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: Your resume must reflect one year of specialized experience to include: (1) Utilizing computer software such as MS Office Suite (Word/Excel) and SharePoint for day-to-day responsibilities; (2) Working with facility systems or utility infrastructure; (3) Utilizing technical communication amongst stakeholders or customers to ensure a clear understanding of objectives; and (4) Overseeing contracts to maintain compliance with organizational requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Major DutiesMonitors the status of large-scale facility and infrastructure projects to determine the program of projects is on track with planned schedules and compliant with organizational standards, requirements, and applicable regulations.Evaluates work requests for completeness of information, technical complexity, and urgency before processing them into project requests.Coordinates with multiple divisions to ensure project plans and current progress are aligned with Master Plan activities.Operates personal computer equipment in creating and maintaining tracking documents/tools for facility project status and develops and maintains division process documents.Conducts on-site technical-oriented inspections of ongoing facility projects to validate status reported by contractors and serves as a Contract Officer Representative (COR).Prepares documentation to verify contractual progress, identify deficiencies, and provide information to the Contracting Officer for corrective action.Reviews invoices for accuracy to prepare documents for payment.Performs inspections to determine inadequate building systems or utility systems that require modifications or repairs to be in compliance with applicable codes.
