QualificationsTo be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this grade level. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. To be creditable, this experience must have equipped the applicant with the particular qualifications perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of qualifying experience are: Experience planning and contracting skills related to building design and construction. Experience analyzing on an on-going basis, telecommunication programs, procedures and techniques that affect the Facilities Operations program and recommending improvements. Experience evaluating, developing, and providing training to Electronic Technicians and facilities management staff. Experience providing technical support to Architects, Engineers and senior management officials at an expert level on a variety of telecommunications systems. If applicable, credit will be given for paid and unpaid experience. Major DutiesResponsible for the management coordination, development and implementation of telecommunications plans and policy for new and existing institutions with the Federal Bureau of Prisons. Responsible for Facilities Operations and Facilities Programs for all FBOP institutions. Responsible for the early planning, testing and inspection of all telecommunication systems and power plant electronic sub-systems with new FBOP facilities. Conducts testing and acceptance of new Division 17, Electronic systems at new sites and ensures that the systems work properly through the first year of activation. Provides expert technical assistance to the Central Office and Regional Office staff regarding Division 17, Electronic Systems.RequirementsCareer Transition Programs (CTAP): These programs apply to Federal and/or DOJ employees who meet the definition of surplus or displaced from a position in the competitive service.
