Responsible for the management and supervision of the Radiological Control Program to include providing support and oversight for the assigned facilities operations group, ensuring the radiological health of all facility personnel, and ensuring all Federal, State, Company, and Site requirements regarding radiation exposure to facility personnel and the general public are followed. Safety is a primary responsibility in each job performed. Obtain safety training, obey safety rules. and make safety an integral part of each task. Take the necessary steps to stop work if continuing the job is unsafe or will create an unsafe conditions. · Assists the Facility Manager in directing and integrating the Facility's Radiation Protection Program which is responsible for environment, radiological safety, and health of all Radiological Control Operations (RCO) personnel, visitors, production and laboratory organizations within the assigned facility. Implements program improvements relative to employee performance through Conduct of Operations initiatives; ensures facility operations personnel are following the requirements of the Site's Radiological Controls (5Q) Standard; and advises other departments on self-monitoring, protective clothing, respiratory protection, containment huts, and various details to prevent the spread of contamination. · Ensures facility and group is in compliance with applicable regulations, policies, and procedures by providing guidance, analysis, and audits of the radiation protection program for the facility; providing implementation, surveillance, and maintenance of RadCon policies/guidelines; implementing Conduct of Operations (2S) Manual requirements; meeting with other managers and FLMs on policy to ensure facility program consistency; reviewing and assessing procedures and practices for technical accuracy; writing/revising procedures and field changes; supervising and training Radiological Control & Health Protection Department (RC&HP) Inspectors, MSTs, and subcontractors on proper RC&HP procedures and practices; and advising other departments on RPD procedures. · Ensures facility is in full compliance with all Federal, State, Company, and Site requirements to maintain exposure to facility, group, and the general public ALARA by assuming ownership of the group's Radiation Protection Program to ensure radiation exposure of personnel is maintained ALARA; conducting ALARA reviews; conducting walkthroughs, performing self assessments and surveillances of areas of responsibilities to monitor and enforce standards; providing input into occurrence reports; authoring formal responses to audits and surveillances; auditing radiation and contamination control surveys in support of habitability and job site safety programs to include reviewing air sample results, water sample results, radiological data, and radiological survey log sheets; and communicating deficiencies noted in facility operations to upper RCO Management. · Represents the Facility Manager on Radiological Control issues externally and internally by communicating facility position to various oversight and planning groups. Conducts visitor orientations and tours of the facility. · Supervises and directs Radiological Control (RC) Inspectors, MSTs, and subcontractors to support current facility work priorities and schedules; coordinates manpower requirements and allocations; coordinates the facility and or group's Radiation Protection Program execution and improvements through daily meetings and shift planning meetings with facility Line Management; and reviews and signs off on survey documentation; writing, reviewing and approval of RWPs, reviewing and approval of Work Packages. · Provides input and support for Risk Assessments, Job Hazard Analysis, Process Hazards Reviews, Facility Design Reviews, and Facility Operations System Committee Reviews. · Ensures RPD records are maintained, stored and processed for Records Storage. · Review and approval of TACS and vacation requests for direct reports. · Ensures review and completion of annual performance reviews (APRs). · Maintains required qualifications to include RPD training requirements and Facility's training requirements, satisfactory performance in oral boards, and maintain ERO qualifications. Monitors and ensures conduct of training and qualification program for assigned RC Inspections, MSTs, and subcontractors by ensuring assigned RC Inspectors, MSTs, and subcontractors are trained and qualified for job assignments; providing recommendations for OJT and position qualifications; and monitoring conduct of classroom and OJT training. · Provides training, coaching, mentoring and performance evaluations of Advanced Radworkers (Operations, Maintenance, and E&I Personnel). · Provides leadership to ensure a Safety and Total Quality Culture for the facility by enforcing monthly safety meeting attendance and good work practices; emphasizing the importance of safety on and off the job; participating in Total Quality Processes; recommending and implementing improvement opportunities identified by task teams, committees, etc.; and reviewing radiological events and communicating lessons learned. Leads by example on values and objectives for the facility and or group by ensuring compliance with personnel policies; administering and resolving employee issues, concerns, problems, and provide constructive discipline; and providing personnel and professional development support through training and counseling.
