Responsible for the provision of an effective and comprehensive HR Business Partner/HR Advisory service for Specialty trainees working directly with the senior management team to ensure the consistent application of the Lead Employer policies and procedures, identifying and implementing developments and modernisation of the service to ensure the delivery of a high-quality service to all key stakeholders.

Responsible for the day-to-day management and provision of highly specialist advice for all HR advisory case work for speciality doctors in training employed by the Lead Employer within our 8 NHS E regions (Northwest, East and West Midlands, EoE, Thames Valley, Yorkshire and Humber, South West and LaSE).

As the direct point of contact within your designated specialty groups, you will provide comprehensive and highly specialist advice to stakeholders and lead on the implementation of effective systems to monitor all HR case work and attendance management arrangements in line with Lead Employer policies and procedures.

Main duties of the job

Supporting the Business

Work in partnership with NHSE and the Lead Employer senior management team to identify and implement workforce plans and strategies enabling the successful delivery of the service objectives and achievement of business targets. Anticipate the impact of external changes on the workforce and develop effective solutions and strategies to support the changing environment. Provide management/workforce information as requested to enable the development of workforce plans. Represent the service at various meetings and stakeholder events as required. Support the senior management team to maintain and develop professional HR services, systems, records and quality/control procedures.

Providing emergency and maternity services at Whiston, Southport and Ormskirk hospitals, and medical and surgical specialties across all our sites.

Providing primary care services at Marshalls Cross Medical Centre situated in St Helens Hospital.

Community Services

Providing adult community services for St Helens and a wheelchair service in Chorley, South Ribble, and West Lancashire. Our inpatient unit at Newton Community Hospital is where patients needing acute hospital beds can continue rehabilitation. We also provide urgent care at our Urgent Treatment Centre located in St Helens town centre.

Specialist Regional Services

We provide the Mersey Regional Burns & Plastic Surgery Unit at Whiston Hospital and the Spinal Injuries Unit at Southport Hospital to more than 4 million people across the whole of Merseyside, West Lancashire, Cheshire, Isle of Man and North Wales.

Person Specification

Qualifications Essential

Educated to degree level/or equivalent working towards a Masters degree or have equivalent professional experience and development. CIPD Level 7 qualified or actively working towards Evidence of continuing professional development

Desirable

Chartered member of CIPD (MCIPD) Employment Law qualification Project Management qualification

Knowledge and Experience Essential

Substantial operational HR experience post qualification with proven experience of delivering front line advice on highly complex matters to senior stakeholders Experience of working and negotiating with Trade Unions Experience of workforce change programmes Experience of analysing workforce information Experience of workforce planning and modernisation Experience of building people management, competence and capability Knowledge of TUPE legislation Experience in developing innovative workforce solutions to support the achievement of business goals Ability to persuade and influence stakeholders at all levels and to challenge constructively Ability to build and establish effective working relationships with managers, unions and colleagues. Ability to judge highly complex situations and apply appropriate solutions

Desirable

Worked in a senior HR role in the NHS of public sector organisation Experience of working in a business partner role
