The Manager II, Government Property Manager and Compliance is responsible for the strategic oversight and operational execution of the government property management program. This role ensures full compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other agency-specific requirements. The Manager will lead a team comprised of Property Management and Compliance professionals responsible for the lifecycle management of government-furnished property (GFP) and contractor-acquired property (CAP), mitigating financial and legal risks through rigorous auditing, reporting, and process improvement. The Operations Strategic Capabilities Unit plays a fundamental role in enabling efficient business and program execution – from strategic capital investments, industrial operations and an efficient supply chain, to state-of-the-art manufacturing and test operations and top-notch facilities management. What You’ll Do: Regulatory Governance & Compliance Leadership Design, implement, and maintain a Government Property Management System (GPMS) that is fully compliant with FAR 52.245-1. Ensure the system is robust enough to pass DCMA's "Approved" status during system reviews. Author and maintain internal Work Instructions, Guidelines and Standard Operating Procedures (SOPs) that translate complex federal regulations into actionable steps for SMS teams. Act as the lead liaison for the Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA). Manage the end-to-end audit process, from preparing documentation for the audit entrance conference to negotiating the resolution of findings. Continuously monitor updates to the FAR, DFARS, and agency-specific supplements. Conduct impact assessments on current programs and pivot internal processes to ensure zero lapses in compliance. End-to-End Lifecycle Management Establish controls for the intake of Government-Furnished Property (GFP) and Contractor-Acquired Property (CAP), ensuring all items are properly tagged, recorded, and verified against shipping documents. Oversee the accuracy of the property records ensuring every item is tracked per Government and Customer requirements. Lead the strategic planning and execution of physical inventories. Develop sampling methodologies to validate the existence and condition of property across multiple sites. Monitor the use of government property to ensure it is used solely for the authorized contract purpose. Coordinate the maintenance and calibration of government-owned equipment to prevent loss of functionality. Manage the legal transfer of property back to the government or the process for disposal/scrap. Ensure all "Property Closeout" documentation is signed off by the government to release BAE Systems from liability. Risk Mitigation & Financial Oversight Conduct regular "Gap Analysis" to identify missing or unaccounted-for property. Manage the process for reporting "Loss, Damage, or Destruction" (LDD) to the government within required timeframes. When deficiencies are identified via internal or external audits, develop comprehensive Corrective Action Plans. Track these plans to completion and provide evidence of systemic resolution to prevent recurrence. Partner with Finance to ensure the financial value of government property is accurately reflected in the company's internal accounting and that no unauthorized costs are charged to the government. Strategic Cross-Functional Integration Partner with Program Management, Procurement, and Finance to ensure property requirements are integrated into contract proposals and execution plans. Team Leadership & Performance Management Manage a team of property and compliance specialists, providing continuous training on the nuances of government property law. Establish clear KPIs for the team regarding record accuracy and audit readiness. Allocate resources across various programs based on the complexity and volume of property involved, ensuring high-risk programs receive the most oversight. Act as the subject matter expert (SME) for the organization, providing guidance to junior staff on complex property transactions and dispute resolution with government representatives. Maintain a regular and predictable work schedule. Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment. Perform other duties as necessary. On-Site Work Environment: This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required. Working Conditions: Work is performed in an office environment, laboratory, cleanroom, or production floor. Short-Term Incentive: Subject to business performance and recommendations of management, this role may be eligible to participate in an incentive compensation plan.
