The Personnel Security Specialist (Adjudicator) serves as a senior adjudicator, independently reviewing and making final determinations on complex background investigations and supporting the integrity and effectiveness of CISA’s personnel security and clearance program. Duties: As a Personnel Security Specialist (Adjudicator), you will: • Independently review complex background investigations and make final decisions regarding pre-employment vetting, suitability for federal employment, fitness to work for or on behalf of the federal government, and eligibility for access to classified National Security Information (NSI) and Sensitive Compartmented Information (SCI). • Interpret and apply suitability factors and security adjudicative guidelines to unique and varied cases, including those involving conflicting or insufficient data. • Identify when reciprocity applies or does not apply to complex adjudicated background histories. • Provide thorough analysis of the merits of each case and articulate the reasons for adverse actions. • Advise other staff on adverse action recommendations for suitability, fitness, national security, security clearance, or SCI eligibility. • Review investigations and other documents to ensure completeness, request missing information, and identify additional investigative elements required for adjudication. • Implement and help manage key personnel security program elements, such as continuous evaluation, quality assurance, industrial security, reinvestigations, and security awareness. • Plan and prioritize workloads, recommend adjustments to balance tasks, and serve as a coach or facilitator for team initiatives. • Provide authoritative information and assistance to agency officials on personnel security policies and related matters. • Represent PSD in meetings and at formal hearings, and testify regarding clearance processes and the rationale for adverse decisions. • Prepare well-written correspondence, including letters of interrogatory, case summaries, eligibility notifications, and notices of adverse action, ensuring compliance with legal, regulatory, and procedural requirements.
