Job SummaryThe incumbent serves as the Senior Leader and Technical Advisor for the Office of the Deputy Assistant Secretary of the Navy, driving strategic policy, legacy IT consolidation, and data-driven modeling for the DON Total Force. In this role, they serve as the primary consultant to M&RA leadership, managing HR system integration and representing the organization across the DoW and federal agencies.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ1: Demonstrated experience in governing an IT portfolio and Data domain across an agency of wide scope. TQ2: Knowledge of Federal IT, AI, ML and Data policies, programs, regulations, and practices. TQ3: Ability to apply data science to the development of comprehensive human capital business models which can be applied to leadership decision making in a large, dynamic, and diverse organization. Major DutiesYou will serve as the primary expert for the integration, planning, and sustainment of DON Human Capital and Total Force IT systems, data policies, and analytics tools to support enterprise-wide decision-making.You will develop and implement standardized, DON-wide data protocols, predictive models, and visualizations to provide Navy and Marine Corps senior leadership with optimized alternatives for manpower and personnel management.You will lead the design and execution of short-term and long-range solutions for workload planning, community management, and manpower programming while standardizing taxonomies with Department of War frameworks.You will advise on and manage IT budgets, prioritizing technical requirements and conducting risk-based analyses of investments in new technologies, system consolidation, and innovation offsets.You will manage the design, deployment, and sustainment of datamarts, APIs, and Enterprise Data Catalogs, within the marketplace, ensuring robust data lineage, quality, and compliance with military frameworks and federal priorities
