Job SummaryThis position is located with the Bureau of Indian Affairs, OHCM BIA HR Operations in Albuquerque, New Mexico; Anadarko, Oklahoma; Washington, District of Columbia. Incumbent will provide expert advisory, consulting and reviewing services in all phases of employee and labor relation activities. NOTE:ONE POSITION IS TO BE FILLED AND SALARY WILL BE SET IN ACCORDANCE WITH PAY SCALE FOR SELECTED DUTY LOCATION.

QualificationsEXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards ). GS-14 : To qualify at the GS-14 grade level, you must have one year of specialized experience at or equivalent to the GS-13 grade level performing ALL of the following: (1) Independently providing technical guidance and advice to management on a wide variety of uncommon or controversial employee relations issues; (2) Independently preparing and presenting legally sustainable written adverse action materials for management on conduct AND performance based actions; (3) Researching MSPB and Federal case law for precedent decisions and interpreting the intent of decisions to recommend and prepare appropriate disciplinary and adverse actions; (4) Managing, directing, supervising or leading teams/groups in an HR operations environment; (5) serve as Lead Negotiator during union negotiations; and (6) independently act as a representative for the organization as a neutral third party. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

Major DutiesProvides advice and assistance on Bureau-wide programs and functions to administer the authorized union contract and represent the organization as Lead Negotiator.Participates in the development of regulations and instructions pertaining to all phases of grievances, appeals, and adverse personnel actions.Provides advice, counseling and guidance to employees concerning their rights, procedures, and timeframes under various avenues of dispute resolution.Responsible for all phases of grievances and appeals procedures to completion for Non-Bargaining Unit employees.Assigns work to HR Specialists (ER/LR) based on priorities, difficulty of the assignments and employee capabilities.Applies established performance standards and evaluates the work performance of each position supervised.Provides advice, guidance and instruction to employees on both work and administrative matters.
