QualificationsYou must meet the following requirements within 30 days of the closing date of this announcement. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: - Developing, recommending, and implementing solutions to current and anticipated financial management problems, including analyses of novel business issues not previously examined, and presenting findings to diverse audiences to gain consensus; AND - Determining and recommending revisions to accounting concepts applied in daily operations, requiring extensive knowledge of accounting principles, including the review and analysis of financial statement reporting.; AND - Providing technical assistance and policy advice to internal/external officials in formulating policies, programs, and revising procedures. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: -Performing financial analyses and evaluations of financial statements, including ad hoc, cost-benefit, forecasting and providing critical information to management in the areas of planning and forecasting methodologies and procedures AND - Interacting with various staff members to validate and update cash management policies and procedures including reviewing and evaluating audit findings. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Major DutiesAs a Financial Analyst, you will: Conduct programmatic analyses derived from Council accounting, budgetary, and programmatic data for the financial assistance programs of the Council to provide management information regarding achievement of mission goals and objectives. Independently perform a range of complex financial analyses and evaluations of the Council financial statements and reports, identifying trends and anomalies and other relevant information, both financial and programmatic. Independently develop, recommend, and implement approaches to address current and anticipated problems and issues. The incumbent works closely with management to solve problems. Utilize quantitative fact-finding and analysis techniques, and collects, analyzes and summarizes information from Council accounting, programs, grants, and information systems and other sources to help understand program costs, trends and anomalies to make recommendations for improvements. Prepares various trend analyses and identification of unfavorable trends, situations, ratios, and deviations from standards, etc., as a result of financial analyses conducted of the various financial data for the Council.RequirementsThe experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
