Job SummaryThe Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of War (DoW) under the direction, authority, and control of the Office of the Under Secretary of War for Intelligence (OUSW (I&S)). The position is placed in the Office of the Associate Director for Personnel Vetting (AD PV) and reports directly to the AD, PV.

Demonstrated ability in applying the principles, techniques, methods, processes, and technology involved in personnel security, suitability and credentialing, adjudications, insider threat, and counterintelligence operations to plan, organize, and manage complex personnel vetting programs and operations. Demonstrated success leading major business transformations associated with developing and implementing new procedures, products, techniques, and solutions for use by Agency personnel and external stakeholders for assessing risk, e.g., Initial Vetting, Continuous Vetting (CV), and the U.S. Government's Trusted Workforce 2.0 initiative.
Major DutiesIn the Senior Advisor, Background Investigations & Continuous Vetting position, you will: Oversee the operational sustainment, transformation and integration of DoW Personnel Security and Suitability, and Credentialing (SSC) programs within DCSA and the inculcation of new personnel vetting and related missions across the DCSA enterprise. Manage the planning and development across the PV Directorate, DCSA, and with stakeholders that involves the forward identification of solutions, processes and procedures to ensure unity of effort, improvements and consistency for personnel security/personnel vetting programs. Provide authoritative guidance and oversight on security procedures, ensuring compliance with laws, regulations, and policies. Provides policy for personnel security, security clearance eligibility, credentialing, suitability and the National Industrial Support Program (NISP). Develop capability architecture supporting the Background Investigations and Continuous Vetting mission. Develop technical guidance, coordinate complex and often conflicting views and recommendations within the government and evaluate policy formulation, proposals and decisions on matters relating to effective, efficient and secure personnel security programs and the delivery of background investigative, and continuous vetting products and services.
