Job SummaryAbout the Position: Serves as key advisor and technical expert in maintenance management and asset management programs for the U.S. Army Corps of Engineers. Analyzes data, evaluates program effectiveness, and develops recommendations to optimize performance and efficiency. Administer the Facility Equipment Maintenance (FEM) system, coordinate assessments, and provide technical guidance and support across the district. Also supervises a team of maintenance control technicians.

You will be evaluated on the basis of your level of competency in the following areas: Data Analysis & Program Evaluation Technical Expertise in Maintenance Management Systems Asset Management & Condition Assessment Communication & Interpersonal Skills Supervisory & Leadership Abilities Problem Solving & Critical Thinking Project & Program Management Adaptability & Mission Focus Specialized Experience: To qualify for this position, your resume must demonstrate at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as: performing data analysis and program evaluation related to maintenance and asset management programs; utilizing computerized maintenance management systems (such as the Facility Equipment Maintenance (FEM) system) to collect, analyze, and report on maintenance data; developing recommendations to improve maintenance processes, procedures, or business practices; coordinating or conducting facility condition assessments and linking assessment results to operational risk and budget prioritization; providing technical guidance, user support, and training on maintenance management systems; preparing and presenting reports or briefings to management; and planning, assigning, or evaluating the work of others in support of maintenance and asset management objectives. This experience must demonstrate a comprehensive understanding of maintenance management principles, data analytics, and the ability to communicate findings and recommendations to diverse stakeholders to support organizational mission outcomes. This position does not allow for substitution of education for experience. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major DutiesAnalyze maintenance data using the Facility Equipment Maintenance (FEM) system and other databases.Identify trends, inefficiencies, and problems in maintenance operations.Develop solutions and recommendations to improve maintenance processes and business practices.Design dashboards and reports for management.Serve as the District Asset Manager and subject matter expert.Ensure standardization and consistency of FEM processes across projects.Provide user support, troubleshooting, and training.Act as liaison with higher headquarters and the FEM National Support Center.Direct and coordinate OCAs for various facilities (Flood Risk Management, Navigation, Hydropower).Ensure assessments are unbiased, repeatable, and meet policy requirements.Schedule and execute special assessments after significant events.Plan, assign, and evaluate work of subordinates.Manage personnel actions, training, and team assignments.
