Job SummaryFinance Staff (FS) formulates, establishes and maintains Department-wide policies, procedures, and financial systems to support planning, programming, budgeting, accounting and other financial management activities. This position is in the Business Operations Center (BOC) responsible for the design, development, implementation, deployment, and maintenance of systems that FS administers for the Department.

QualificationsTo qualify for the position of Supervisory Budget Analyst, at GS-0560-14 you must meet the basic qualification requirements listed below. Specialized Experience: For the GS-14, you must have one year of specialized experience at the GS-13 grade level or equivalent pay band in the Federal Service, which includes: Developing complex budget estimates and/or multi-year plans; interpreting and/or applying advanced budget policies to resolve significant financial issues; Overseeing the execution of budgets across multiple or complex funding sources; Preparing or approving major financial reports and/or funding strategies; Advising leadership on resource decisions and program impact. You MUST meet all qualification requirements, including time-in-grade, by 06/19/2026 of this announcement. Major DutiesThe duties and responsibilities for a Supervisory Budget Analyst, GS-0560-14 generally include, but are not limited to, the following: Oversee budget formulation, execution, and financial analysis across multiple programs or funding sources. Direct development of complex budget estimates, multi-year projections, and strategic funding plans. Resolve high-level financial issues and provide authoritative guidance to staff and leadership. Interpret and apply advanced budget policies, funding authorities, and financial regulations. Oversee execution of approved budgets and ensure compliance with financial controls and requirements. Review and approve major financial reports, analyses, and resource recommendations. Direct preparation, review, and approval of funding actions and financial documentation. Oversee use of financial systems for data extraction, validation, analysis, and reconciliation. Provide expert advice on funding strategies, resource allocation, and financial risks. Lead improvements to budget workflows, reporting practices, and financial controls. Oversee year-end closeout activities and resolve complex execution issues. Supervise staff, assign work, evaluate performance, and provide coaching, feedback, and development. Oversee workload distribution, establish priorities, and ensure timely completion of all assignments. Participate in recruitment, selection, training, and disciplinary actions as required. Promote effective communication, team coordination, and adherence to administrative and HR policies.
